Main Purpose of Job: The main purpose of this position is to develop strategies and processes to assist supervisors and managers in performing professional-level recruiting that enhances their ability to hire highly qualified staff. The incumbent researches the best tools to attract candidates for vital positions and interprets and implements personnel policies to effectuate the appointment of staff and maintain/retain existing staff. This position is responsible for updating vacancy, exception, and new hire trackers/databases. The position supervises a recruiter and ensures that recruitment and appointment activities are accurately reflected in the JobAps Recruitment SPS system and Workday. Additionally, this position is responsible for overseeing and managing the Classification team, which includes the review and processing of all internal reclassification, benchmarked reclasses, and acting pay requests. This position oversees the management of the day-to-day operations of the Classification Unit to ensure that the 1600+ positions budgeted to Baltimore City Department of Social Services are appropriately classified and compensated.

EXPERIENCE: Six years and six months of experience, including two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation, plus an additional four years of professional HR management work experience in recruitment and selection, classification, salary administration, employee relations, test development and validation, or as a generalist.
NOTES: Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Candidates may also substitute the possession of a Bachelor's degree from an accredited college or university and two years and six months of professional HR experience for the required experience.
