Candidates should meet the following requirements:
- 10+ years of progressive HR experience in the United States
- HR experience in a manufacturing or industrial environment
- Hands-on HR experience supporting employees in BOTH California and Texas
- Strong working knowledge of California, Texas, and federal employment laws
- Significant hands-on Employee Relations (ER) experience
- Direct experience handling workplace investigations, employee complaints, disciplinary actions, performance issues, and terminations
Experience independently advising managers and leadership on sensitive employee relations matters
Experience with HRIS and payroll systems and coordinating with external payroll vendors
Bachelor's degree or equivalent
English fluency
This position requires hands‑on U.S. HR management experience. Candidates whose experience is primarily recruiting/talent acquisition or HR administration without substantial Employee Relations and multi‑state HR compliance experience may not be a fit for this role.
Position Summary
A manufacturing company in Houston, TX is seeking an experienced HR Manager to lead day-to-day HR operations for its Houston facility while supporting employee relations and HR compliance for California-based employees.
This is a hands‑on HR Manager position, with a strong focus on Employee Relations, workplace investigations, performance management, disciplinary actions, terminations, and California/Texas employment law compliance.
The HR Manager will also oversee recruitment, benefits administration, timekeeping, payroll coordination, onboarding/offboarding, and HR process improvement.
Key Responsibilities
Employee Relations & Workplace Investigations
- Serve as the primary HR contact for employees and managers at the Houston facility and support California-based employees.
- Handle employee complaints, workplace conflicts, and allegations involving harassment, discrimination, retaliation, or misconduct.
- Conduct thorough and impartial workplace investigations.
- Document findings and recommend appropriate corrective actions.
- Advise managers on performance issues, disciplinary actions, and terminations.
- Coordinate with external employment counsel or independent investigators when appropriate.
- Coach managers on employee communication, documentation, complaint handling, and corrective action.
California & Texas HR Compliance
- Maintain compliance with applicable federal, California, and Texas employment laws.
- Support California‑specific HR requirements, including wage and hour practices, meal/rest breaks, wage statements, final pay procedures, and harassment training.
- Review employee classifications and HR practices for compliance.
- Monitor regulatory changes and support updates to HR policies, procedures, and employee handbooks.
Recruitment & HR Operations
- Manage full‑cycle recruitment, including job postings, sourcing, screening, interviewing, and offer preparation.
- Partner with hiring managers on staffing needs.
- Manage onboarding, offboarding and employee orientation.
- Maintain confidential employee records and HR documentation.
- Coordinate medical insurance enrollment and termination and 401(k) administration with external providers.
- Support workers' compensation and other company insurance-related administration.
Payroll, Time & Attendance
- Oversee employee timekeeping and PTO records.
- Resolve attendance and timekeeping discrepancies.
- Coordinate with external payroll vendors.
- Review payroll‑related information for accuracy and compliance for Texas and California employees.
HR Leadership & Process Improvement
- Serve as a hands‑on HR advisor to management.
- Improve performance management, employee counseling, and disciplinary processes.
- Develop and improve HR policies and processes as the organization grows.
- Provide HR reports and updates to senior management.
Preferred Qualifications
- Experience building or improving HR processes within a small or growing organization.
- ADP or similar payroll system experience.
- SHRM-CP, SHRM-SCP, or PHR certification.
Work Environment
This is an on‑site position in Houston, TX and requires regular interaction with employees and management at the facility.
The HR Manager will also support California employees remotely and may occasionally travel to California.
