The Court Human Resources Manager provides strategic leadership and oversight of all human resources functions for the 51st Judicial District, including the Court of Common Pleas, Court Administration, Magisterial District Courts, Department of Probation Services, Domestic Relations Section, and the Law Library. This position develops and implements HR strategies that support organizational goals, employee engagement, and professional development.
This position oversee all human resources functions for the Court, including full-cycle recruitment, onboarding, employee relations, payroll coordination, and compliance and acts as a strategic advisor on hiring panels, ensure fair and lawful hiring practices, manage background checks and required certifications (CLEAN, JNET, CJIS), and serves as the primary HR contact for all Court departments. The right candidate will guide leadership on complex HR issues, conduct or oversee investigations, support bias reduction and harassment prevention training, and maintain an open-door approach for staff.
This position is expected to collaborate closely with County Human Resources and the Administrative Office of Pennsylvania Courts (AOPC), ensuring alignment on policies, payroll, benefits, HRIS systems, and legal requirements. You develop and update job descriptions, lead updates to HR policies and manuals, oversee training programs, manage HR-related databases and reporting (including Act 57), and ensure compliance with ADA and all federal, state, and local employment laws, and also handle employee separations, exit interviews, and representation in post-employment proceedings.
Minimum Qualifications:Compensation: Starting salary is $64,331.02 per year with consideration given to relevant experience and qualifications.
