Job summary

KMRG, LLC seeks an experienced HR Classification Specialist to support the FTC HCMO in Washington, DC. You will provide expert-level federal position classification and position-management support across GS, SES, SL, and other federal positions.

Responsibilities include conducting classifications, developing PDs, performing desk audits, and producing complete classification packages. Collaboration with FTC HR and adherence to federal standards are essential for success.

Qualifications

• Bachelor's degree or equivalent experience.
• 10+ years of federal classification and position-management experience.
• Experience drafting policies and SOPs and applying OPM standards.
• Experience classifying positions at all grade levels and job families.
• Experience with SES and SL classification requirements.

Responsibilities

• Conduct classification evaluations for GS, SES, SL, and other federal positions.
• Develop new or revised Position Descriptions (PDs), evaluation statements, and related records.
• Conduct desk audits, interviews, and position-management reviews, including requests for accretion of duties.
• Produce classification packages with PD narratives, OF-8s, FLSA determinations, and coding recommendations.
• Support agency-wide PD updates and classification-standard application reviews.
• Analyze position management and organizational structure to support workforce planning.
• Provide expert consultation on complex classification issues, including SES, SL, and political positions.
• Recommend improvements related to workforce planning, position management, and organizational alignment.
• Collaborate with FTC HR personnel to support consultation, knowledge-sharing, and internal capability development.
• Apply 5 U.S.C. Chapter 51, applicable OPM standards and guidance, and FTC procedures.
• Deliver technically sound, research-supported classification recommendations that are complete upon submission.
• Meet due dates established by the COR and maintain data integrity.

We are hiring an HR Classification Specialist to support the Federal Trade Commission (FTC) Human Capital Management Office (HCMO) at FTC Headquarters in Washington, DC.

In this role, you will provide expert-level federal position classification and position-management support across General Schedule (GS), Senior Executive Service (SES), Senior Level (SL), and other federal positions.

RESPONSIBILITIES

Position Classification & Position Management

• Conduct classification evaluations for GS, SES, SL, and other federal positions
• Develop new or revised Position Descriptions (PDs), evaluation statements, and related records
• Conduct desk audits, interviews, and position-management reviews, including requests for accretion of duties
• Produce classification packages with PD narratives, OF-8s, FLSA determinations, and coding recommendations
• Support agency-wide PD updates and classification-standard application reviews

Consultation, Advisory Support & Knowledge Transfer

• Provide expert consultation on complex classification issues, including SES, SL, and political positions
• Recommend improvements related to workforce planning, position management, and organizational alignment
• Support executive resources with position-description development and classification
• Collaborate with FTC HR personnel to support consultation, knowledge-sharing, and internal capability development

Quality, Compliance & Customer Support

• Apply 5 U.S.C. Chapter 51, applicable OPM classification standards and guidance, and FTC procedures
• Apply applicable requirements in 5 CFR Parts 214, 511, and 551
• Deliver technically sound, research-supported classification recommendations that are complete upon submission
• Produce work products that require no substantive Government edits
• Meet due dates established by the Contracting Officer's Representative (COR)
• Maintain high customer-service standards when working with FTC stakeholders
• Maintain data integrity and securely handle sensitive personnel information
• Comply with Merit System Principles and avoid prohibited personnel practices

REQUIRED BACKGROUND

• Bachelor's degree or equivalent experience
• 10+ years of experience applying federal classification standards and position-management principles
• Experience drafting policies and standard operating procedures (SOPs) and applying OPM standards
• Experience classifying positions at all grade levels and job families
• Experience with SES and SL classification requirements
