Job description

Civil Society Budget Advocacy Group (CSBAG) is a non-profit organization dedicated to promoting equitable and accountable budgeting processes in Uganda. Our mission is to ensure that public resources are allocated efficiently, transparently, and in a manner that prioritizes the needs of marginalized communities. We work closely with government agencies, civil society organizations, and other stakeholders to advocate for policies that foster inclusive development and social justice.

2. Motivation for Staff

New Strategic Plan Implementation: CSBAG has embarked on the implementation of its 3rd generation Strategic Plan, called SPARE 204/29. This forward-thinking plan entails innovative strategies and ideas aimed at advancing CSBAG’s mission and impact. To support the successful execution of SPARE 204/29 and ensure the realization of its ambitious goals, CSBAG requires fresh talent and staff with diverse skills and perspectives.

Streamline HR Process: The need to enhance organizational efficiency and effectiveness, particularly in streamlining HR processes, improving employee relations, and ensuring compliance with labor laws are critical in supporting CSBAG to deliver on its mandate.

3. Job Description for Non-Resident HR Advisor

Location: Remotely

Reports to: Executive Director

a. Job Summary:

We are seeking a highly experienced and skilled HR Advisor to provide strategic HR support to our organization, CSBAG. As a Non-Resident HR Advisor, you will work remotely to provide expert guidance on HR-related matters, including employee relations, compliance, strategic HR initiatives, and talent development among others. This is a part-time, remote position that requires strong HR expertise, excellent communication skills, and the ability to work independently.

b. Key Responsibilities
I. HR Policy Review and Compliance:
  • Advise on the development, implementation, and improvement of HR policies and procedures.
  • Ensure HR policies comply with local labor laws and international best practices.
  • Advise on employment contracts, employee rights, and HR legal issues.
II. Employee Relations
  • Provide guidance on handling employee relations issues, including conflict resolution, disciplinary actions, and performance management.
  • Serve as a mediator for complex employee relations matters.
III. Recruitment and Talent Acquisition
  • Support recruitment efforts by advising on best practices for candidate selection and interviewing processes.
  • Assist in developing strategies to attract and retain top talent.
IV. Training and Development
  • Provide recommendations for employee training and development programs.
  • Assist in the creation of career development plans and succession planning.
V. Performance Management
  • Guide the design and implementation of performance appraisal systems.
  • Advise on setting performance goals and developing performance improvement plans.
VI. Strategic HR Initiatives, Metrics and Reporting
  • Analyze HR data and metrics to inform strategic HR decisions.
  • Provide regular reports on HR activities and outcomes to senior management.
  • Collaborate with the HR team on strategic initiatives, such as organizational development, change management, and employee engagement.
  • Provide insights on industry trends and HR innovations.
c. Qualifications:
  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field. A master’s degree or HR certification (e.g., SHRM-CP, PHR) is preferred.
  • Experience: Minimum of 3 years of experience in HR advisory or a similar role, with a strong understanding of HR principles and practices.
3. Skills:
  • Excellent knowledge of labor laws and HR best practices.
  • Strong interpersonal and communication skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Proficiency in HR software and Microsoft Office Suite.
  • Strong analytical and problem-solving skills.
  • This is a remote position, and the candidate must have access to a reliable internet connection and a suitable workspace.
  • Flexible working hours may be required to accommodate different time zones.
