Description

The Housing Stabilization Case Manager is responsible for providing housing support designed to increase housing retention and advocacy as needed. The role involves working with clients receiving Tenant Based Rental Assistance (TBRA) funded through Housing Opportunities for Persons with AIDS (HOPWA), administered by Victory Programs, and clients with housing vouchers through Metro Housing Boston. Responsibilities include determining eligibility, enrolling clients, lease-ups, inspections, recertifications, household changes, client moves, and unit identification. The Case Manager reports to the Program Manager of Keys to Home.

Location

Keys to Home provides housing search, advocacy, and life-stabilization services to low-income families and individuals with HIV/AIDS experiencing homelessness or unstable housing in Massachusetts. Located at 29 Stanhope St, Boston, MA.

Essential Functions

  • Coordinate lease-up procedures, recertifications, enrollment, relocations, and housing stabilization services for clients with TBRA vouchers, liaising with landlords and clients.
  • Understand and apply HUD documents and guidelines related to income limits, fair market rents, utility allowances, etc.
  • Manage program vacancies, eligibility documentation, and client briefings.
  • Maintain professionalism, ethics, confidentiality, and adherence to agency policies.
  • Provide housing search and stabilization services, including identifying barriers, landlord outreach, and assisting with applications.
  • Draft and issue key TBRA documents, including leases and housing assistance contracts.
  • Collaborate with clients and landlords to arrange viewings, explain program details, and ensure housing quality standards.
  • Verify property ownership and conduct housing inspections.
  • Coordinate support services to improve health outcomes and housing stability.
  • Develop and maintain a resource network for HIV/AIDS clients in the Boston area.
  • Manage the waitlist, conduct outreach, and determine eligibility.

Record Keeping

  • Maintain accurate client and landlord records, including spreadsheets and electronic health records.
  • Produce monthly rent payment lists and ensure timely documentation.

Participatory Expectations

  • Attend team meetings, supervision, trainings, and complete agency reports and activities.
  • Maintain professional competence and perform assigned duties.

Qualifications

  • Bachelor's degree with 1-2 years’ experience or high school diploma with 3+ years in client advocacy.
  • Experience in housing search, retention, case management, HIV services, and advocacy preferred.
  • Openness to harm reduction philosophy, strong organizational and communication skills, computer proficiency, and ability to work with diverse populations.
  • CPR certification and TB screening (may be obtained upon hire).

Preferred Qualifications

  • Experience with social and economic inequalities, HIV/AIDS, substance use, homelessness, mental health, bilingual/multicultural/LGBTQIA+ communities.
  • Bilingual in Spanish/English preferred.
  • Experience with training, community trends, and low-threshold services.
  • Ability to manage multiple tasks and work independently or in teams.

Physical Requirements

  • Ability to sit and type at a computer for extended periods, with or without accommodations.

Position Details

Full-time, 40 hours/week, Monday-Friday, 9am-5pm, on-site, non-exempt.

Rate: $26/hour.
