Housing Rehab Specialist

NeighborWorks Umpqua (NWU) is a rural-focused community development corporation working in Southern Oregon. Founded over 30 years ago, NWU initially focused on developing quality affordable rental housing to meet community needs. Over the years, we have expanded into broader community development efforts, maintaining a culture of collaboration, empowerment, and continual growth.

We are seeking a Housing Rehab Specialist responsible for working with the Climate Resilience Team to manage the rehabilitation of single-family homes. The role involves ensuring projects are completed efficiently, within budget, and in compliance with regulations. The specialist will interact with homeowners, contractors, volunteers, and stakeholders throughout the process, from assessment to project completion. Responsibilities include guiding homeowners, project management, site visits, energy audits, regulatory compliance, documentation, and community outreach.

This position is preferably located in or near Curry County, Oregon, and can be remote or based out of our North Bend, Oregon satellite office.

Essential Duties and Responsibilities
  • Collaborate with homeowners to assess rehabilitation needs, develop work scopes, identify contractors, and draft agreements.
  • Oversee construction activities, process pay requests, and review change orders.
  • Conduct site visits to understand work scope, observe progress, and verify completion.
  • Perform home energy audits.
  • Ensure compliance with all relevant regulations (local, state, federal).
  • Cross-train and understand all grant-led programs.
  • Work with the Climate Resilience Team to meet department goals.
  • Use software such as Microsoft Teams, Excel, Counselor Max effectively.
  • Maintain records as required.
  • Assist in preparing draw requests, reports, and grant applications.
  • Participate in community outreach activities.
Additional Duties and Responsibilities
  • Prepare contractor pay requests, change orders, and closeout documents.
  • Verify intake packets and program eligibility.
  • Coordinate with finance for compliance and reporting.
  • Foster a customer service culture, guiding program applicants through barriers and encouraging participation.
  • Support participants in goal setting and pursuing energy efficiency or wealth-building opportunities.
  • Other duties as assigned.
Minimum Qualifications
  • Experience in housing rehabilitation, construction management, planning, or related fields; or an Associate Degree in a relevant field (preferred).
  • Understanding of building codes, permits, and regulations (preferred).
  • Excellent communication, interpersonal, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office and project management software.
  • Experience working directly with homeowners and community members.
  • Positive attitude and growth mindset.
  • Strong interpersonal skills for stakeholder engagement.
  • Writing and math skills.
  • Excellent organization and attention to detail.
  • Bilingual in English/Spanish or other languages is a plus.

Physical Demands

Must occasionally lift/move up to 50 pounds, climb ladders, inspect roofs, attics, and under homes, handle tools, and drive to sites.
