What you will do:
Under the direction of the Section 8 Manager, you will plan, organize, conduct, and report onHousing Quality Standards Inspections to ensure that properties meet federal and local housing quality standards in compliance with Salem Housing Authority (SHA) and the Department of Housing and Urban Development (HUD) regulations. You will also generate documentation and maintain files related to the identification, citation, and correction of deficiencies, prepare summary reports on findings, and determine rent comparability based on unit and market conditions.

  • Work schedule is Monday through Friday, between the hours of 7:30 a.m. to 4:30 p.m.

What are the minimum qualifications?
  • Must pass the pre-employment drug test (including marijuana).
  • Must pass the pre-employment criminal background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • High school diploma or GED and two years of experience working with the public in an area that relates to enforcement or a closely related field, or regulatory agency such as zoning, building, land use, housing inspections, or nuisance abatement, or one year experience as a City of Salem Code Enforcement Officer I, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the examples of work.
  • Able to obtain a Salem Police Reserve Officer Status within six months of hire.
  • Must pass criminal background check necessary to obtain Criminal Justice Information System clearance certification within 30 days of hire (clearance must be maintained throughout employment).

Preferred Qualifications:
  • Sufficient computer knowledge and skills to work with various computer programs.
  • Bilingual proficiency preferred.
  • Nan McKay certification preferred but not required.

The Urban Renewal Agency and the Salem Housing Authority are separate municipal corporations. The Agency contracts with the City for services and the Authority is led by the Housing Administrator within the Urban Development department.
