Job summary

Boulder County Housing Department is seeking two Property Management Supervisors to oversee operational and strategic management of the multifamily portfolio. You will drive leasing, recertifications, compliance, and resident relations across sites in Lafayette and Longmont, under non-exempt, 8:00 am–4:30 pm hours.

This full-time, benefited position requires 6+ years in housing/property management with supervisory experience, plus a valid driver’s license and background check.

Qualifications

  • Minimum 6 years of combined education and experience in housing or property management, including at least 1 year supervision.
  • Valid driver’s license with clean driving record; background check required.
  • Strong knowledge of LIHTC/HUD/regulatory compliance and resident relations.
  • Experience coordinating leasing, recertifications, budgets, and audits.

Responsibilities

Job description

Boulder County Housing Department is seeking to hire Two (2) Property Management Supervisors. The Property Management Supervisor provides operational and strategic oversight of BCHA’s multifamily housing portfolio. This position ensures strong property performance, regulatory compliance, high-quality resident experience, and timely completion of leasing and recertification activities.

Working under minimal supervision and exercising a high degree of independent judgment, the Supervisor serves as liaison among Compliance, Maintenance, Property Managers, Housing Operations, and Supportive Services. The role trains, mentors, directs, and evaluates site staff while also maintaining a designated portfolio of properties requiring full property management duties.

The Supervisor ensures adherence to BCHA Key Performance Indicators (KPIs) related to occupancy, accounts receivable, recertification timeliness, reporting accuracy, unit turnover, and resident satisfaction. The position collaborates with case managers and community partners to support resident stability, self-sufficiency, and prevention of eviction.

This is a full-time, benefited position that will work Monday - Friday- 8:00 am-4:30 PM. This position will work out of Lafayette and Longmont. Under Fair Labor Standards Act (FLSA) guidelines this position is non-exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $70,428.00 - $85,908.00 Annually

Tentative Hiring Timeline:

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Operational Oversight
  1. Oversee administration, operations, management, compliance, and contractual obligations for all BCHA owned communities and those managed under contract.
  2. Maintain and directly manage a designated property portfolio (approximately one third to one half of a typical Property Manager workload), performing full property management responsibilities including leasing, inspections, recertifications, reporting, compliance, and resident relations.
  3. Ensure adherence to LIHTC, HUD, Rural Development, Fair Housing, ADA, and all applicable regulatory requirements.
  4. Provide coaching and operational guidance to Property Managers, ensuring consistency in procedures and staff development.
  5. Conduct recurring property site visits to monitor conditions, identify emerging issues, and mentor staff.
  6. Lead preparation for regulatory reviews, investor/lender inspections, REAC inspections, and internal audits; ensure timely completion of corrective actions and submissions.
  7. Monitor occupancy metrics, unit turnover timelines, rent ready preparation processes, and operational performance.
Leasing, Recertification & Compliance
  1. Oversee leasing practices, eligibility screening, documentation accuracy, and file submission to Compliance for both supervised staff and the Supervisor’s own portfolio.
  2. Ensure timely and accurate annual/interim recertifications and adherence to internal and external regulations.
  3. Review and approve corrections; maintain audit ready resident files.
  4. Coordinate and implement compliance driven operational changes, ensuring consistent practice across sites.
Resident Relations & Community Support
  1. Support staff in escalated tenant situations involving lease enforcement, policy violations, and eviction processes.
  2. Respond promptly and professionally to resident concerns; attend resident meetings and engagement activities.
  3. Coordinate reasonable accommodations under ADA and Fair Housing regulations.
  4. Partner with case management and supportive services teams to stabilize households, support self-sufficiency, and prevent eviction.
Financial, Budget & Risk Management
  1. Provide input on annual operating budgets, capital improvement planning, and long-term property needs.
  2. Monitor rent collections, tenant accounts receivable, delinquencies, and KPI adherence.
  3. Review monthly financial reports for accuracy and compliance.
  4. Identify property condition issues and implement risk mitigation strategies; ensure compliance with safety standards and hazard protocols.
  5. Coordinate with Maintenance Supervisors to ensure timely unit turnaround and rent ready completion.
Policy, Procedure & Process Improvement
  1. Recommend, create, refine, and implement operational policies and procedures to improve consistency and efficiency.
  2. Ensure teams implement standardized procedures and documentation across all assigned sites.
STAFF SUPERVISION & DEVELOPMENT
  1. Supervise, train, mentor, and evaluate Property Managers and site teams.
  2. Set clear performance expectations, conduct evaluations, and implement coaching plans as needed.
  3. Organize and distribute workload equitably among team members.
  4. Recommend actions related to hiring, professional development, performance management, promotions, transfers, and separations.
  5. Ensure staff meets deadlines, quality standards, customer service expectations, and KPI benchmarks.

PREFERRED QUALIFICATIONS:
  • 3+ years of professional property management experience (affordable, LIHTC, HUD, or market rate).
  • 2+ years supervising site teams in LIHTC, Section 8, RD, or market rate environments.
  • Demonstrated success managing multifamily affordable or subsidized properties.
  • Strong leadership and team building skills.
  • Knowledge of landlord tenant laws, Fair Housing Act, ADA, and industry best practices.
  • Ability to analyze complex situations and resolve issues promptly.
  • Willingness and availability to respond to occasional property emergencies (24/7) across locations (excluding scheduled leave).
  • Proficiency with Microsoft Office, SharePoint, Teams, Dropbox, HMS/Yardi or similar systems.
  • Bilingual Spanish/English preferred.
