Primary Purpose of Position

Under general supervision from the assigned supervisor, or functional guidance from latter classifications. Performs a variety of technical level work related to the Housing Authority's provision of housing assistance programs. Duties include managing an assigned caseload, performing day-to-day coordination and quality control of eligibility, inspections, news leases, annual re-certifications and program terminations in accordance with Agency policy and in compliance with funding regulations for subsidized housing.

Up to the top 100 candidates may be invited to the written exam. Candidates with the top 32 scores from the written exam may be invited to the oral exam. Oral exam may consist of Oral Examination Questions, scenarios and role plays to demonstrates the candidates ability to work in a fast-past environment, multi-tasking all the while helping achieve the Agency's Mission of Changing Lives and helping a population in desperate need of our housing services.

Candidates who take and pass the oral exam will be placed on the eligible list for the Housing Program Technician I Classification.

This is the entry level class in the Housing Program series. Incumbents of this class perform specific assignments in accordance with established policies and procedures. Assignments are initially performed with detailed supervision and training. As the incumbent becomes more proficient at the tasks, greater independence is reached. Assignment specialties may include certifying eligibility, waiting list maintenance or re-certifications. Actual responsibilities may vary according to assignments. Incumbents may be responsible for individual tasks that make up a function.

Education and Experience

•High School Diploma or GED

•In addition to the educational experience, must have at least two (2) years of equivalent experience in a similar position in which most of the essential functions of this position were performed.

Client Service

  • Implement the departments Mission Statement in all aspects of customer contact
  • Counsel applicants, tenants and owners on program rules and regulations
  • Monitor repayment agreements
  • Disseminate program information throughout the community via public speaking forums and seminars
  • Respond quickly by telephone or in writing to public inquiries

Operations

  • Implement caseload management process for Section 8 program participants
  • Performs annual, interim, and special recertification of participants; receives, reviews, and processes recertification packets
  • Calculates and determines initial and continuing eligibility to receive assistance under various programs; issues vouchers to eligible applicants in leased housing programs and recertifies participants to transfer.
  • Implement Housing Quality Standards inspections process and ensure that regulations are met
  • Conduct initial and annual interviews with clients
  • Coordinate orientations and briefing sessions for pre-applicants, qualified applicants and program participants
  • Review and apply pertinent provisions of HUD rules and regulations
  • Negotiate rent with landlords for Section 8 housing units and schedule

Inspections

  • Prepare and maintain accurate and detailed case files
  • Verify ownership of property
  • Evaluate unlawful detainer reports and credit and criminal background checks

Non-acceptance and Termination Process

  • Prepare written reports and correspondence as required
  • Monitor case files for program violations and recommend further action
  • Represent Agency at tenant conferences, reviews, hearings and court proceedings
  • Assist with disputes and conflicts

Entry Level Support

  • May receive functional guidance from higher level staff
