Position: Housing Programs Manager - Denver
Classification: Exempt, Full-Time
Reports to: Associate Director of Client Services
Position Summary:
The Housing Programs Manager provides strategic leadership and operational oversight for all housing programs across Colorado Health Network, Inc. (CHN), including state and federally funded initiatives such as HOPWA and Ryan White. This position supervises housing support teams statewide and is responsible for ensuring program compliance, effective service delivery, and staff development within a culturally responsive and trauma-informed framework.
Essential Job Functions:
Provide programmatic leadership and oversight of CHN’s housing initiatives across Colorado, ensuring alignment with grant requirements and best practices.
Supervise and support housing staff in Denver and at off-site locations, including Juan Diego, Dave’s Place, and regional offices.
Lead the daily operations of housing programs, including eligibility processes, subsidy administration, and supportive services.
Collaborate with the Associate and Director of Client Services to design, implement, and evaluate strategic goals and program outcomes.
Translate strategic goals into operational actions through work plans, team coordination, and policy implementation.
Ensure programs are compliant with applicable laws, funding regulations, and agency policies. Lead corrective action and quality improvement plans when necessary.
Manage and respond to client grievances, appeals, and escalations with professionalism and within policy guidelines.
Support direct service staff in complex client situations and step in to provide client services when needed.
Stay informed of housing policy changes, research, and innovations; recommend improvements to increase effectiveness and efficiency.
Represent CHN in community meetings and partnerships with external housing stakeholders.
Collaborate on grant applications, reporting, and planning. Track and ensure compliance with contract deliverables.
Contribute to budget development; monitor program expenditures and operate within approved budgets.
Recruit, develop, and retain qualified staff. Provide supervision, performance evaluations, coaching, and corrective actions as needed.
Ensure consistent staffing coverage and schedule management for program success.
Promote collaboration and cohesion across departments by modeling inclusive and team-oriented behavior.
Develop and deliver internal and external trainings on housing services, policies, and client engagement.
Connect clients to internal and external resources as appropriate.
Coordinate and attend multi-disciplinary case conferences with CHN departments and community partners.

Preferred Qualifications:
Preferred candidates will have three to five years of professional experience in housing, social services, or a related field. Supervisory or team management experience is required for consideration at the higher level of the position. Experience administering housing vouchers or rental assistance programs is strongly preferred, along with a background in serving individuals living with HIV or similar vulnerable populations. The ideal candidate will be comfortable working in diverse environments with individuals of all gender identities, sexual orientations, racial and ethnic backgrounds, housing statuses, and lived experiences. Strong interpersonal skills, a client-centered mindset, and the ability to collaborate with both internal teams and external partners are essential. A positive attitude, adaptability, and a commitment to equity and inclusion are highly valued.
Education:
A bachelor’s degree in social work, human services, public health, psychology, sociology, or a related field is required. A master’s degree is preferred. Applicants with relevant lived experience may substitute that experience for formal education, and such experience will be considered in evaluating qualifications.
Knowledge, Skill and Ability:
Candidates should demonstrate a strong understanding of housing instability, HIV-related issues, and the public health challenges faced by underserved communities. Familiarity with trauma-informed care, harm reduction principles, motivational interviewing, and cultural humility is important. The role requires strong organizational skills, attention to detail, and effective problem-solving abilities. Excellent written and verbal communication skills are essential, along with the ability to manage and support staff toward performance goals. A successful candidate will be able to lead programs, implement policy, manage deadlines, and contribute to a collaborative and mission-driven team culture.
Material and Equipment Directly Used:
This position involves frequent use of standard office equipment including computers, printers, scanners, copiers, and telephones. Proficiency with Microsoft Office applications such as Word, Excel, and Outlook is required. Candidates should be comfortable working with client database systems and learning new software tools as needed.
Software Utilized:
Experience working with basic office and database computer programs, including familiarity with Microsoft Office, SQL, Salesforce, Excel, Teams and the internet.
Physical Demands and Work Conditions:
The position is primarily office-based but may require regular travel to off-site program locations. Candidates must be able to lift and carry materials up to forty-five pounds. This role involves frequent use of computers and telephones, requiring both visual acuity and manual dexterity. The ability to sit, stand, and engage in extended periods of screen time or communication by phone is necessary to perform the essential duties of the role.
