Job summary

ACCESS is seeking a Housing Navigator in Oregon to join a multidisciplinary team addressing housing and supportive service needs for individuals and families. You will lead housing identification, navigation, and lease-up processes to secure stable housing opportunities for program participants.

You will work closely with participants, case managers, partner agencies, and landlords to expedite housing acquisition, provide mediation, and promote long-term tenancy success.

Qualifications

• At least 1 year of experience working with vulnerable populations.
• Basic understanding of property management and tenant law.
• Excellent computer and communication skills.
• Ability to multitask and maintain client confidentiality.

Responsibilities

• Create, maintain, and support the housing portfolio process with detailed information to help match program participants with suitable housing options.
• Provide housing search assistance for eligible referred program participants.
• Support participants and case managers through housing search, application, and placement, including viewings, document collection, and lease signings.
• Track referred individuals and families and ensure progression through the housing process.
• Attend training and conferences to build the knowledge base.
• Help participants identify neighborhoods, conduct housing searches, and negotiate with landlords on their behalf.
• Establish and maintain relationships with landlords and property management companies.
• Assist in processing and submitting housing applications (subsidized and unsubsidized).
• Conduct inspections of potential permanent housing units.
• Collaborate with case managers to ensure seamless services and resolve issues.
• Complete Rent Well Certification and participate in Rent Well Trainings.
• Provide tenant education on rights, responsibilities, discrimination, and landlord communication.
• Document and maintain HMIS data when necessary.
• Participate in staff meetings and prepare regular activity reports.

Position Duties & Responsibilities

• Support participants and case managers at ACCESS and partner agencies throughout the housing search, application, and placement process, including property viewings, application assistance, document collection, and lease signings.

• Help program participants identify potential neighborhoods where they wish to live, conduct housing searches in those areas, and negotiate with potential landlords on their behalf.
• Establish and maintain relationships with landlords and property management companies.

• Conduct inspections of potential permanent housing units where program participants will reside.
• Collaborate with program participants' case managers to ensure seamless services and resolve any potential issues.
• Complete Rent Well Certification and participate in Rent Well Trainings
• Provide tenant education including Tenant rights and responsibilities, housing discrimination and communication with landlords
• Document and maintain up-to-date information on services provided to participants in the Homeless Management Information System (HMIS) when necessary.
• Participate in staff meetings as assigned. Prepare regular activity reports

Position Requirements

• Belief in ACCESS' mission to provide food, warmth, and shelter to those in need.
• At least 1 year of experience working with vulnerable populations.
• Have a basic understanding of property management and tenant law. Excellent computer skills, including proficiency in software programs, including but not limited to Microsoft Office products and web-based applications.
• Excellent oral and written communication skills, including interpersonal skills.
• Demonstrated organizational skills and attention to detail.
• Must be able to multitask in a variety of areas.
• Demonstrated ability to work effectively with customers and co-workers, and sustain client and interdepartmental confidentiality.
• Ability to maintain a professional demeanor while working with people who are in difficult situations.
• This position is required to have a work-issued cell phone (in lieu of a cell phone, other similar options are available per the agency Cell Phone Election Form).
• A valid Oregon driver's license with a record that is acceptable under ACCESS' insurance policies.
