Job description

The New York City Housing Authority (NYCHA) is the largest public housing authority in North America. NYCHA is home to approximately 3.6% of New York City’s population: it provides housing for more than 511,000 low-income New Yorkers through its public housing and Section 8 leased housing programs. NYCHA is comprised of 335 developments across the five boroughs of NYC, consisting of approximately 178,000 apartments. NYCHA’s Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external. EMSD was formed in April of 2022 with the merging of NYCHA’s Office of Emergency Management and Emergency Services Department.

The Training & Exercise (T&E) Specialist will support the strategic goals of NYCHA’s EMSD by supporting preparedness programs through the development and delivery of emergency preparedness training, community outreach, and resilience programs for both NYCHA staff and residents. The position will work collaboratively with internal departments, resident leadership, and external partners to coordinate training activities, facilitate preparedness initiatives, support emergency exercises, and promote a culture of preparedness across the NYCHA. The T&E Specialist assists with evaluating program effectiveness, developing educational materials, and supporting emergency operations activities to enhance organizational readiness and community resilience.

The primary duties and responsibilities include, but are not limited to the following:

1. Develop, coordinate, and deliver emergency preparedness training programs, exercises, and educational initiatives for NYCHA staff and residents.
2. Create and maintain training materials, presentations, job aids, outreach materials, and preparedness resources in support of preparedness programs.
3. Coordinate preparedness training, workshops, exercises, and outreach activities with NYCHA departments, Resident Associations, Community Centers, and external partners.
4. Support public outreach and community preparedness initiatives to increase resident awareness, resilience, and emergency readiness.
5. Evaluate training, exercise, and outreach activities, document lessons learned and assist with the development of After-Action Reports and Improvement Plans.
6. Maintain program records, compliance requirements, and prepare reports and status updates to ensure program effectiveness, and compliance requirements.
7. Support Emergency Operations Center activations, seasonal preparedness initiatives, and other emergency management activities as assigned.

Additional assigned duties as a Preparedness Coordinator may include the following:

• Assist in fulfilling duties and assignments in support of the NYCHA Emergency Operations Center (EOC) activation, playing a crucial role in coordinating response efforts during emergencies and disasters to ensure swift and effective action.
• Conduct specific seasonal preparedness tasks and activities, including coastal, summer, and winter.

• 1. Possession of a Valid Driver's License: Possession of a valid driver's license and the ability to drive, enabling mobility and facilitating effective coordination and response efforts during emergencies or during preparedness outreach and coordination efforts with stakeholders and residents.
• 2. Flexibility in Work Schedule: Flexibility to work evenings, weekends, and holidays as needed during emergencies or special events, demonstrating commitment to always ensure preparedness and community safety.
• 3. Proficiency in Relevant Software Tools: Proficient in Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint, Teams, Forms) and other relevant software tools to facilitate efficient communication, data management, and project coordination.

Minimum Qualifications

• 1, A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
• 2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in "1" above; or
• 3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field and one year of satisfactory full-time professional experience in the areas listed “1" above; or
• 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

License Requirements

This position requires possession of a Motor Vehicle Driver License valid in the State of New York at the time of appointment. This license must be maintained for the duration of employment.

Training Requirements

This position requires the completion of specialized trainings in ics or cims 100, 200, 700 and 800 before appointment.
