Definition of ResponsibilityThe Housing Development Project Manager performs strategic coordination, and professional administrative work related to the oversight of residential and mixed-use development projects to support County housing production initiatives.
This position plays a pivotal role in liaising between internal and external stakeholders to foster seamless communication and effective collaboration while analyzing and navigating financial and technical components and compliance matters to support the private sector in producing affordable, workforce, accessible, and market rate housing to meet Baltimore County’s growing needs.
This position will manage a substantial portion of the lifecycle of County-supported housing development, from initial proposals to predevelopment, and will work with Housing Finance staff to coordinate timely movement through underwriting, construction, completion and conversion.
The position reports to, and is under the supervision of the DHCD Director.

Required QualificationsBachelor's degree, preferably in Housing Finance, Real Estate Development, Urban and Regional Planning, Community Development, Business management, Public administration or other related fields.

Four years of direct professional experience in project management with focus on housing programs and/or single family, multi-family developments with demonstrated knowledge of construction, architecture, engineering, or general building principles.
Preferred ExperienceExperience in housing policy, housing reform, or related legislature.
Knowledge, Skills, and Abilities (Entry Level):
