Job summary

The Missouri Department of Mental Health (DMH), Division of Behavioral Health (DBH), is hiring a Housing Development Officer to join the Central Office Housing Team in Jefferson City. This Program Specialist level role reports to the Housing Director and coordinates services for unhoused Missourians.

The position requires strong communication and coordination skills, knowledge of grant management, and the ability to work with providers and partners across the state. Some travel is expected.

Qualifications

• 1–3 years of professional experience in grant management/compliance, case management, training or technical assistance, behavioral health case management or related area.
• Lack of post-secondary education will not be used as the sole basis denying consideration.
• Bachelor's degree preferred.

Responsibilities

• Process applications to determine eligibility for various federal and state programs.
• Manage the Housing Unit phone line and email, responding to Missourians in need and directing to services and benefits.
• Data entry for confidential client information into HMIS.
• Monitor client files for housing programs and grants compliance.
• Monitor various housing programs and grants.
• Engage in HUD Continuum of Care meetings.
• Engage in coordinated entry case conferencing for multiple regions.
• Provide training and technical assistance to providers across the state.
• Other duties as assigned by the Housing Director.

Job description

The Missouri Department of Mental Health (DMH), Division of Behavioral Health (DBH), seeks to hire a Housing Development Officer. This is a Central Office position located in the DMH, DBH’s Housing Team and will be domiciled in Jefferson City.

The Housing Development Officer is a Program Specialist level position, reports to the Housing Director, and works with the DBH Housing Team to coordinate services for unhoused Missouians.

The base salary offered for this position is up to $56,0616.48 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.

• Process applications to determine eligibility for various federal and state programs.
• Manage the Housing Unit phone line and email account, providing timely responses to Missourians experiencing homelessness and behavioral health needs, and connecting them with essential services and benefits.
• Data entry for confidential client information into the Homelessness Management Information Systems (HMIS).
• Responsible for client file monitoring and compliance activities for housing programs and grants.
• Monitor various housing programs and grants.
• Engage in local Housing and Urban Development (HUD) Continuum of Care meetings.
• Engage in coordinated entry case conferencing for numerous regions.
• Provide training and technical assistance to providers across the state.
• Other duties as assigned by the Housing Director.

Skills:

The position requires excellent verbal and written communication skills, including accurate grammar, spelling, and punctuation and technical writing skills; demonstrates the ability to organize and coordinate work across multiple projects and locations; collaborates effectively with peers, providers, and partner organizations; ability to work closely with peers, providers, and other partners, collaborators, and interested parties; and possess well-developed analytical, observation, and problem-solving skills. This position requires skills to work independently and as a team. Limited travel is expected in various areas of the state.

Knowledge Required:

This position requires comprehensive understanding of community behavioral health programs and services; grant management and review processes; complex case problem-solving; facilitation of virtual and in-person trainings; and knowledge of data entry, analysis and collection.
