Job Description

SUMMARY OF DUTIES AND RESPONSIBILITIES:

NYC Health+Hospitals Payroll Practitioner carries out responsibility for payroll-related functions.

General tasks and responsibilities will include the below:

  • Perform a wide variety of timekeeping and payroll activities.
  • Compute wage and overtime payments, calculating and updating payroll deductions, processing requests for off-cycle payments, and processing terminal payments.
  • Review/analyze impact of job data changes on payroll and timekeeping transactions.
  • Maintain payroll-related records, perform report reconciliations, and prepare reports and payroll-related calculations.
  • Support wage garnishment processing.
  • Maintain accurate timekeeping profiles for employees.
  • Maintain and audit timekeeping data and reports.
  • Conduct regular analysis of various timekeeping reports to identify patterns, discrepancies and trends related to employee attendance, overtime and accrual usage.
  • Provide professional and quality customer service to employees through adherence to the department’s scripts, and in compliance with corporate policies and procedures.
  • Participate in special projects as assigned to support department goals and improve payroll and timekeeping processes.
Minimum Qualifications

1. A Baccalaureate Degree from an accredited college with a major in Accounting, Finance, Business Administration or related area, plus two years of full-time, paid experience as the supervisor or the assistant supervisor of an entire payroll and timekeeping operation for at least seven hundred employees, one year of which must have been in a municipal hospital, or its equivalent, within the last five years; or,
2. High School graduation or equivalent plus six years of full-time, paid experience processing accounting, business transaction or public administration records, two years of which must be as described in (1); or,
3. A satisfactory equivalent combination of education and experience. However, all candidates must have at least two years of experience as described in (1).

  • Strong skills in Microsoft Applications.
  • Ability to analyze data and draw conclusions to take appropriate actions.
  • Ability to manage different systems simultaneously to execute responsibilities.
  • Ability to work under tight deadlines.
  • 5+ years of payroll experience.
  • Experience in a large-scale payroll and/or timekeeping operation.
  • Experience with collective bargaining contracts/union environment.
  • Experience with PeopleSoft HCM modules.
  • PeopleSoft 9.2/ Payroll, Time & Labor, Absence Management.
  • IBM Mainframe.
  • Microsoft Office.
