GENERAL SUMMARY:

Under the leadership of the Patient Access Director/Manager, the Financial Counselor is responsible for assisting patients/guarantors in seeking healthcare funding (e.g., Charity Care, Medicaid) and establishing payment options. Responsibilities include educating patients on their financial obligations and insurance benefits, helping secure coverage via government programs, and managing patient accounts until discharge. The role aims to maximize hospital reimbursement while supporting patients with available financial assistance options. Cashiering and customer service duties are also included.

All duties are to be performed confidentially, aligned with Mercy Hospital and Medical Center's mission, values, and behaviors. Employees are expected to provide high-quality care, service, and kindness to patients, staff, physicians, volunteers, and guests.

Duties and Responsibilities:

  • Identify appropriate funding sources based on patient needs, collect supporting documentation, and assist patients in the application process.
  • Advise patients/guarantors on financial responsibilities, third-party payer requirements, and external financial resources.
  • Establish and counsel on payment plans, assisting with applications for funding sources and financial assistance programs.
  • Analyze financial and eligibility data to determine potential government assistance eligibility and complete necessary documentation within deadlines.
  • Manage payment options such as spend down eligibility, out-of-network coverage, and COBRA.
  • Inform patients about discount programs and assist with application processes.
  • Follow up on eligibility applications and review accounts in pending status.
  • Provide financial counseling pre-service, at time of service, and post-service for uninsured and underinsured patients.
  • Update demographic, financial, and insurance information through interviews.
  • Review inpatient accounts without insurance to maximize benefits.
  • Document all interactions and actions thoroughly.
  • Set up payment arrangements within hospital guidelines.
  • Perform financial counseling across various patient types and review self-pay accounts daily.
  • Communicate with patients, families, third-party payers, and external agencies.
  • Coordinate with hospital departments like Pre-Certification, Social Services, and Utilization Review.
  • Inform patients of liabilities and collect payments, including co-pays and deductibles.
  • Calculate patient liabilities and assess their ability and propensity to pay.
  • Post payments and provide receipts, reconcile accounts, and generate daily transaction reports.

Required Knowledge, Skills, and Abilities:

  • High school diploma or equivalent; an associate’s degree or equivalent experience preferred.
  • At least two years of experience in a hospital, clinic, insurance, or managed care environment, with knowledge of insurance guidelines and regulations.
  • Excellent communication, interpersonal, and computer skills, including proficiency in Microsoft Office.
  • Attention to detail, analytical skills, and knowledge of medical and insurance terminology.
  • Ability to adapt to workflow changes, prioritize tasks, and work effectively in a team.
  • Ability to mentor new staff as needed.
