The Iowa Finance Authority, located in Des Moines, IA, is seeking a mission-driven professional to join our team as a HOME Program Coordinator. You’ll administer HUD-funded housing programs including HOME, HOME-ARP, and the National Housing Trust Fund, reviewing applications and providing technical assistance to grantees and applicants.

Qualifications

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work which involved interpreting or enforcing laws or program requirements.
• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving interpretation and enforcement of federal and state laws or department policies or procedures.
• Graduation from an accredited school of law.
• A total of seven years of education and/or full-time experience with college coursework considered for experience.

Responsibilities

• Collaborate with team to review applications, policies, procedures, user guides, webinars, and technical assistance for applicants and grantees. Maintain accurate project data, assist with system updates, troubleshoot issues, and support process improvements.
• Evaluate applications and prepare project documentation for HOME, HOME-ARP, NHTF, and federal cross-cutting requirements.
• Work with project sponsors, owners, developers, HUD officials, consultants, vendors, and internal teams to keep projects on schedule.
• Support contract preparation, process draw requests, track construction progress, monitor projects, complete closeout activities, and reporting.

Through the administration of Housing and Urban Development (HUD) programs and funds, this position supports funding allocation, compliance, technical assistance, reporting, and systems work that directly serve Iowans and communities.

About this Opportunity:

As the HOME Program Coordinator, you’ll help administer HUD-funded housing programs, including HOME, HOME-ARP, and the National Housing Trust Fund (NHTF).

You’ll work closely with grantees, applicants, developers, HUD officials, and internal partners to review applications, support project oversight, research regulations, analyze data, and improve program processes.

Key Responsibilities

• Program Administration: Collaborate with team to review applications, policies, procedures, user guides, webinars, and technical assistance for applicants and grantees. Maintain accurate project data, assist with system updates, troubleshoot issues, and support process improvements.
• Monitor Compliance: Evaluate applications and prepare project documentation for HOME, HOME-ARP, NHTF, and federal cross-cutting requirements.
• Coordinate with Partners: Work with project sponsors, owners, developers, HUD officials, consultants, vendors, and internal teams to keep projects on schedule.
• Project Tracking: Support contract preparation, process draw requests, track construction progress, monitor projects, complete closeout activities, and reporting.

The HOME Program Coordinator position is a non-merit, contract-covered position that is classified by the State of Iowa as a Compliance Officer 1. This position is exempt per FLSA regulations.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work whichinvolved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.

2) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.

3) Graduation from accredited school of law.

4) A total of seven years of education and/or full-time experience (as described in number one and two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
