Job summary

The Mayor's Office of Homeless Services (MOHS) seeks an experienced HMIS Manager to lead Baltimore City's Homeless Management Information System. You will oversee system administration, data quality, reporting, and vendor coordination while ensuring compliance with HUD standards and privacy requirements.

Reporting to MOHS leadership, you will supervise HMIS staff and collaborate with providers, government partners, and funders to strengthen data-driven decisions that prevent and end homelessness.

Qualifications

• Bachelor’s degree in information systems, data analytics, public administration, or related field.
• Five years of progressively responsible experience in data management or homeless services.
• At least two years of supervisory or project leadership experience.
• Ability to interpret federal regulations and reporting specifications.

Responsibilities

• Manage daily HMIS administration, operation, and improvements.
• Ensure compliance with HUD HMIS Data Standards and privacy requirements.
• Develop governance documents, policies, and data-quality standards.
• Lead reporting for federal, state, and local programs.
• Oversee vendor coordination and system users training.
• Supervise HMIS staff and coordinate with partners.
• Represent MOHS at meetings and manage budget/procurement.
