The Ohio Federal-aid Highway Division is hiring a Highway Transportation Civil Engineer (GS-0810-11/12 - from $77,154 to $120,222 annually) in Columbus, Ohio. As a Highway Transportation Civil Engineer in FHWA's Ohio Division, the selectee will be responsible for providing advice and guidance on Federal laws, regulations, and FHWA policies applicable to Federal-aid Highway Projects within the Ohio Department of Transportation (ODOT) project development process in meetings, telephone contacts, public hearings, field reviews, and visits with ODOT officials (and other Federal, state, and local agencies). The incumbent will conduct project reviews including a review of required project actions for appropriate application of design standards and criteria; conformance with policy and regulations; eligibility for Federal participation; traffic safety features; reasonableness of cost estimates; fulfillment of requirements from the transportation planning and contract provisions.

The employee will authorize project agreements, which may include reviewing the adequacy of proposed rights-of-way clearances; the National Environmental Policy Act (NEPA); construction plans; agreements for utility and railroad work; and consultant agreements. The selectee will participate in and contribute to Ohio Division program management activities, including development of stewardship and oversight plans; conducting risk assessments; development of strategic operations, and business plans.

As a Highway Transportation Civil Engineer, you will:

  • Prepare roadway plans and quantity calculations, title sheets, plan profile sheets, alignment layout, supplementary drawings, earthwork calculations, and pipe and box culvert structure detailing.
  • Compute curves and traverses.
  • Assemble plans, specifications, and estimate (PS&E) documents.
  • Perform basic drafting.
  • Collect and assemble data.
  • Assist in preparing damage site assessments and reports for Emergency Relief projects.
  • Prepare agreements for projects.
  • Prepare project specifications and perform design and quality check on PS&E packages.
  • Prepare field assessments, gather information, and perform preliminary scoping of projects.
  • Compile structural analysis and design of concrete, steel, or timber bridge components.
  • Use MicroStation CADD to prepare bridge plan sheets.
  • Perform calculations of quantities and basic engineering calculations.
  • Operate bridge inspection equipment; take and record data; develop sketches; and prepare required reports.
  • Perform structures inventory and evaluate data.

The ideal candidate for this position is an engineer with experience monitoring Federally funded highway programs or delivering highway projects from initial scoping through construction support and maintenance. Additionally, the ideal candidate has experience conveying ideas and concepts to persuade others in meetings, discussion, and writing.
