Job summary

Frederick County Government seeks a Transportation Engineering Manager to oversee the CIP for roads, bridges, and highways. Lead project planning, interagency coordination, fiscal reporting, and staff supervision in a department-wide role.

You will coordinate with State and Federal partners, develop CIP projects, manage budgets and schedules, and deliver quarterly status updates to leadership. Full benefits with some telework may be available.

Qualifications

• Bachelor’s degree in business administration, civil engineering, construction management, or a related field.
• Minimum of 7 years of work experience in public works operations, maintenance, or transportation-network management including at least 3 years supervising or managing staff.
• Substitutions: Associate’s Degree with 9 years with 3 years supervision; Master’s with 5 years with 3 years supervision.

Responsibilities

• Provide oversight, guidance and direction to project management staff in execution of projects and assignments.
• Plan, program and maintain capital improvement program for Roads, Bridges and Highways Projects.
• Develop CIP projects including scope, budget, and schedule for annual fiscal planning cycle.
• Provide ongoing project support and fiscal details to DPW management, Accounting, Budget Office, CIP committee, and County Executive’s Office.
• Coordinate with State, Federal, and other agencies in planning, design and construction of projects.
• Administer personnel functions for the Office of Transportation Engineering.
• Train new staff on job duties and professional development including seminars and certification updates.
• Respond to citizen/customer complaints.
• Prepare staff reports, executive reports, and presentations.
• Prepare and deliver quarterly updates on project status, schedules, staff workload, change orders, and financial reporting to management.

Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:30 p.m.; full-benefits; partial teleworking schedule may be available in accordance with Division policies.

This position oversees the transportation engineering section and manages the County’s Capital Improvement Program (CIP) for roads, bridges, highways, and other transportation projects. Responsibilities include project planning, interagency coordination, fiscal reporting, staff supervision, and support for training and certification. Supervision is given to professional and support staff; supervision is received from the Department Head, Engineering and Construction Management.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

KNOWLEDGE/SKILLS/ABILITIES

A successful incumbent operating in this role displays the following:

• Advanced knowledge of the principles and practices of civil engineering and surveying
• Knowledge of Frederick County standards, specifications and contracts, submittal procedures, etc.
• Knowledge of AIA and EJCDC documents, specifications, and contracts
• Knowledge with the following codes: AASHTO, BOCA, ACI, MDSHA, and AISC of AIA
• Skill in managing and supervising employees
• Skill in evaluating and managing and overseeing Capital Improvement Program projects
• Strong and effective spoken and written (English) communication skills, including public speaking skills
• Skill in project and fiscal support for management and construction projects
• Ability to prepare and present clear, concise written and spoken reports and statistical information
• Ability to effectively plan and prepare accurate estimates, specifications and budgets
• Ability to effectively deal with construction claims, change orders and, if needed, arbitration
• Ability to effectively develop and administer operating budgets and CIP budgets
• Ability to develop and maintain effective working relationships with co-workers and the general public

PREFERENCE MAY BE GIVEN FOR

• Licensed Professional Engineer or Professional Architect in the State of Maryland
• Project Management Professional (PMP) Certification
