Job summary

Lochner, in partnership with Egis, seeks a Project Manager in Raleigh, NC to lead highway design-build projects from pursuit to delivery. You will coordinate multidisciplinary design teams, manage scope, schedule, budget, risk, and ensure compliance with NCDOT standards.

The ideal candidate holds a North Carolina PE, 10+ years in transportation engineering, and proven PM experience on design-build ventures. Travel within NC and staff mentorship are required.

  • Requires NC PE license and 10+ years in transportation engineering.
  • Proven PM experience on highway design-build projects.
  • Strong knowledge of NCDOT standards and design criteria.
  • Willingness to travel within North Carolina as project needs require.

Responsibilities

  • Serve as Project Manager for highway and roadway design-build projects from pursuit through final delivery.
  • Lead multidisciplinary design teams and coordinate with construction partners in a design-build environment.
  • Manage project scope, schedule, budget, risk, and quality per Lochner's PM procedures.
  • Act as primary contact with NCDOT, FHWA, contractors, and subconsultants.
  • Ensure compliance with NCDOT standards, manuals, DB contracts, DB guidelines, and regs.
  • Oversee design development, technical reviews, constructability reviews, and value engineering.
  • Support design-build pursuits with staffing plans, schedules, and risk strategies.
  • Mentor and develop staff while fostering a collaborative team environment.

The Impact You'll Make

  • Mentor and develop engineering staff while fostering a collaborative team environment
  • Promote Lochner's culture of safety, quality, and integrity on all projects
The Expertise You'll Bring
  • Active North Carolina Professional Engineer (PE) license (required)
  • 10+ years of transportation engineering experience
  • Demonstrated project management experience on highway design-build projects
  • Strong working knowledge of NCDOT policies, procedures, and design criteria
  • Experience managing multidisciplinary teams and coordinating with contractors in alternative delivery environments
  • Excellent leadership, communication, and client-relationship skills
  • Willingness to travel within North Carolina as project needs require
Preferred Qualifications
  • Experience as Project Manager or Deputy Project Manager on NCDOT design-build projects
  • Bachelor's degree in Civil Engineering or related discipline
  • Experience supporting or leading design-build pursuits and proposals
  • Familiarity with alternative delivery methods (CM/GC, P3)
  • PMP certification
  • Experience on large-scale roadway, interchange, or corridor projects
