Job summary

Lukos LLC is seeking a High-Risk Training Safety (HRTS) Program Manager to support NSWG-1 safety initiatives in Coronado, CA. The role focuses on managing high-risk safety programs, conducting ORM analyses, and ensuring compliance with NAVOSH directives.

The position requires extensive NSW experience, strong leadership, and proven ability to develop risk controls for hazardous training scenarios. Housing and mobility support are not specified.

Qualifications

  • 8+ years NSW or related industry experience managing high-risk safety, ORM, and培训.

  • Review plans and develop corrective actions; report to HRT Safety Officer.
  • Validate Range Safety Officer/JQRs for accuracy and route recommendations.

Job description

Position: High-Risk Training Safety (HRTS) Program Manager

Location: Coronado, CA

Job Objective: Provide High-Risk Training Safety (HRTS) Program Manager support to the Naval Special Warfare Group 1 Safety Program Manager.

Responsibilities
  • High‑Risk Training Safety
    • Serve as subject matter expert for high‑risk training safety in NSW SEAL Unit Level Training (ULT) and TRADET‑1 supported training outside of ULT.
    • Assist HRT Safety Officer in developing, reviewing, managing, and implementing operational risk and safety plans and programs for jump, dive, demolition, weapons, and maritime operations.
    • Provide guidance on hazardous training evolutions and industrial functions related to Navy Special Operations.
    • Oversee SEAL Team activities involving hazardous materials, explosives, weapons, and other high‑risk hazards to maintain safety standards.
    • Draft and update safety documentation, directives, guidelines, and manuals to reduce injury risks and protect property.
    • Identify, research, and prepare ORM plans for all TD‑1 training cells (TGM, SOUC, LW, Assaults and Maritime).
    • Review Plans and develop corrective actions, reporting to the HRT Safety Officer.
    • Validate Range Safety Officer / Range Officer‑In‑Charge JQRs for accuracy and route recommendations for qualification.
  • Operational Risk Management (ORM) Assistant
    • Assist in training command collateral duty safety officers, traffic safety coordinators, motorcycle representatives, and ORM assistants.
    • Ensure command members receive required safety training through sessions, literature, and logistics.
    • Conduct safety analyses of all NSWG‑1 operations in compliance with SOH regulations.
  • Operational Risk Assessment (ORA)
    • Conduct ORA’s of training evolutions during SEAL Team ULT to ensure compliance with high‑risk safety and ORM instructions.
  • Command Motorcycle Safety Representative
    • Ensure all motorcycle riders complete required training and documentation.
  • Command Fire Warden
    • Conduct building fire inspections, document findings in ESAMS, and report corrective actions.
  • Mishap Management in RMI and Defense Ready Platforms
    • Assist in investigations, identify corrective actions, and prepare high‑risk mishap reports.
    • Coordinate data collection for 100% accuracy and completeness.
    • Submit drafted mishap reports to Navy representatives and track status.
    • Develop quarterly and annual mishap roll‑ups and historical comparisons.
Minimum Qualifications
  • Certification & Education
    • High school education required.
    • Bachelor’s degree preferred.
    • Secret Clearance.
    • Valid Driver’s License.
  • Experience Required
    • Knowledge of Naval Special Warfare or related organization required.
    • Minimum 8 years of NSW or industry experience managing high‑risk safety, operational risk management, and/or training.
    • Comprehensive knowledge of safety and occupational health regulations, methods, standards, and techniques for high‑risk training.
    • Ability to analyze high‑risk training design and develop controls to mitigate hazards.
    • Knowledge of ORA/ORM principles and ability to conduct scheduled and unscheduled spot checks per NAVOSH and OPNAVINST 5100.23.
    • Lead assessor experience for range assessments and range recommendations to NSWG‑1 Commodore.
    • In‑depth knowledge of NSW “High‑Risk” training safety instructions and policies across diving, parachute, rope, demolition, weapons, ground mobility, and land warfare systems.
    • Capacity to assess Personnel Qualification Standards and Job Qualification Requirements related to high‑risk systems and urban combat.
    • Collaborate with senior leadership on risk assessments and medical evacuation plans.
    • Proficient in PC operations and standard business software (Word, Outlook, Excel, Teams, PowerPoint).
    • Strong attention to detail in data collection and presentation to senior leadership.
    • Clear, effective verbal and written communication skills with diplomatic interaction with NSWG‑1 personnel.
    • Work independently with minimal oversight and comply with applicable regulations, instructions, directives, and policies.
