Job summary

Lukos seeks a qualified budget and financial management professional to provide subject matter expertise in logistics support, equipment services, and knowledge-based services in support of NSWG-1 at Naval Amphibious Base Coronado, CA.

The role requires DoD budgeting experience, a valid U.S. driver's license, and U.S. citizenship with a current U.S. passport; a DoD SECRET clearance is required. Bachelor's degree preferred.

Qualifications

• Experience with Military concepts and procedures is required.
• Skill Level 1 Financial Manager per the DoD Financial Management Certification Program Handbook.

Responsibilities

• Assist Government personnel in overseeing NSWG-1 budgetary resources in Operations and Maintenance.
• Identify and analyze trends in receipts, obligations, and expenditures.
• Recommend funding targets based on activity budgets, historical expenditures, projected requirements, and approved funding.
• Monitor and review obligations, expenditures, and allotments via accounting records and program staff.
• Prepare reports on program funds, expenses, and obligations for higher authority.
• Evaluate the impact of cost and program changes on budget execution and KPIs.
• Suggest transfers and realignments of funding within the same budget program.
• Support year-end closing to ensure full use of program funds with no anti-deficiency violations.

Job Objective

The purpose of this requirement is to provide subject matter expertise through logistics support services, equipment related services, and knowledge-based services in support of NSWG-1

Responsibilities

• Assist Government personnel in performing oversight and monitoring execution of NSWG-1 budgetary resources in the Operations and Maintenance budget
• Identify and analyze trends in receipts, obligations, and expenditures
• Make recommendations for funding targets based on analyses of activity budget estimates, historical expenditures, projected requirements, and approved funding
• Monitor and review obligations, expenditures, and requests for allotments, through examination of accounting records, continuing dialogue with program officials and their staffs, and review of progress reports
• Prepare a variety of reports covering the status of program funds, expenses, and obligations, as required by higher authority
• Evaluate the effect of cost and program changes on the budget execution process. Analyze program key performance factors
• Recommend the need for transfers and realignments of funding between object class, line item, work breakdown structure (WBS) codes, and accounts under the same budget program
• Participate in the monitoring of year-end closing to ensure proper and full use of program funds, with no anti-deficiency violation

Minimum Job Requirements/Technical Requirements

• Must possess a valid U.S driver’s license
• Ability to operate a Personal Computer (PC) with common/standard business software programs. Must be proficient in Microsoft Office applications to include Word, Outlook, Excel, and PowerPoint
• Ability to communicate clearly and effectively with others, both verbally and in writing
• Must be a U.S. Citizen who possesses a current and valid U.S. passport, and maintain a valid U.S. passport for the entire period of performance of the contract
• Physical Requirements: Work is sedentary in nature, but requires walking, climbing of stairs (as found on ships), standing, stooping, and bending will be required. Position requires adequate eyesight for reading, adequate hearing for verbal communication and phone calls, and no debilitating medical conditions should exist that would preclude operating in an austere environment or prevent regular work attendance
