Job summary

Knowledge Builders Inc. seeks a Senior Programmer to join the UISIm project for the Department of Labor.

The role involves guiding developers, defining integration patterns, and mentoring state staff while building SOA/Microservices-based solutions in Java/J2EE, with cloud and database experience. You will develop front-end screens in Angular, work with Hibernate/JPA, and construct end-to-end business processes in a Google Cloud environment.

Qualifications

• 60 months of experience with SOA/Microservices-based N-Tier Web Application development using J2EE and Agile methodologies.
• Experience integrating application components into REST and/or SOAP web services.
• Experience with cross-platform integration and deployments.
• 60 months developing complex relational queries with ORM (Hibernate/JPA).
• 36 months of JSF development and JavaScript, 36 months with SpringBoot.
• 24 months of cloud infrastructure experience (Google Cloud Platform).
• 36 months using GitHub/GitLab repositories.
• 60 months using IDEs such as Eclipse and RAD.

Responsibilities

Job Description Project/Program

Department of Labor’s (DOL’s) UISIm (Unemployment Insurance Service Improvement) project.

The position is in support (operational, enhancements, debugging) of the UISIm project, a multi-year program effort to redesign, implement, and test business process improvements for the Department of Labor’s customers, partners and internal staff. UISIm replaces the 40+ year old Unemployment Insurance (UI) legacy computer systems and manual procedures with a new and improved integrated computer system. Additionally, this position will participate in supporting and then sunsetting the UI Employer and Worker Protection applications.

Day-to-Day

• Guide a team of developers in the analysis, design, and development of integrated solutions for the project.
• Assist the project development teams to establish and document standards and patterns for ‘best practices’ of integration technologies.
• Mentor state staff developers in advanced programming techniques and skills.
• Create and review sequence and activity diagrams.
• Analyze, design, and develop services and business processes from business requirements.
• Orchestrate individual system components into end-to-end business processes as part of a comprehensive system.
• Construct software applications using J2EE, SOA, and Microservice architectures.
• Construct software applications within a cloud environment (preferably Google Cloud Platform).
• Develop applications front-end screens using Angular methodologies.
• Develop and test data access using Object Relation Mapping frameworks (Hibernate/JPA).
• Develop complex relational database queries using ANSI standard SQL and PL/SQL to be used with Oracle and DB2 databases giving special consideration to transaction management.
• Perform database transaction management analysis, implementation, and troubleshooting.
• Perform unit and integration testing and resolve defects.
• Perform performance testing using JMeter.
• Create and review technical documents for all aspects of the software development life-cycle.
• Provide new technology evaluations resulting from research, proof of concept (POC), and proof of technology (POT) work.

Requested Qualifications

• 60 months of experience with SOA/Microservices-based N-Tier Web Application development using J2EE and Agile methodologies, which must include experience with:
• Application component integration into REST and/or SOAP web services.
• Cross-platform application and database integration and deployments.
• Code quality reviews and corrections at unit and integration levels.
• 60 months of experience developing complex relational database queries with particular focus on Object Relation Mapping (Hibernate/JPA)
• 36 Months of experience using JSF development/JavaScript
• 36 Months of experience using SpringBoot
• 24 Months of experience using Cloud infrastructure platforms, such as Google Cloud Platform
• 36 Months of experience using GitHub/GitLab repository
• 60 months of experience using modern IDE’s preferably Eclipse and/or IBM’s Design/Development tool stack: (ie, Rational Application Developer (RAD/IID), WebSphere Message Broker/IBM Integration Bus).
• 60 months of experience using solution design software (Examples: MS Visio) to interpret UML diagrams, creating of Service Models, Service Classification Diagrams, Activity Diagrams and Sequence Diagrams, for model-driven development in Rational Application Developer (RAD/IID).
