Summary

The Public Health Alliance of Southern California (Public Health Alliance) is a coalition of 11 local health departments in Southern California representing 60% of the State’s population. The Healthy Places Index Project Manager & Lead Analyst will oversee our Healthy Places Index (HPI) Operations and Analytics Unit, a sub-unit of the Public Health Alliance’s Data Team that is responsible for maintaining and expanding the Healthy Places Index platform. The HPI Project Manager & Lead Analyst will work closely with the Director of Data Initiatives, Executive Director, other Alliance team members, and consultants to develop and maintain streamlined data infrastructure and manage HPI projects. The Project Manager will also collaborate within the Data Initiative to implement equity-focused research, data collection, analysis, and visualization.

The successful incumbent will have a strong background in public health with a particular focus on data analysis, biostatistics, and/or epidemiology, and is comfortable downloading, formatting, and analyzing a variety of data sets using R and R Studio. They have project management experience and are comfortable multi-tasking. They are a creative problem-solver, detail-oriented, and efficient. They also excel in communicating data and can produce effective descriptions and visualizations for non-technical audiences.

ABOUT THE HEALTHY PLACES INDEX:

The Healthy Places Index (HPI) is a powerful platform designed to identify neighborhood health opportunities where investment, programs, and policy would have the strongest impact. Comprising an index summarizing measures of health-linked community conditions that are validated with life expectancy at birth, plus an interactive, web-based mapping application, the HPI platform provides the data and tools for public health practitioners, government, and funders to assist communities in reaching their greatest potential. Since 2018, HPI has been used to guide the allocation of more than four billion dollars from California state and local agencies, health care and philanthropy, directing resources to communities most in need. HPI has widespread support and has been utilized by more than 100 government agencies, local and state health departments, health care institutions, community groups and other sectors across California for a variety of different purposes.

In recent years, the HPI has also expanded to the state of Utah and additional data visualization and analytical tools such as the HPI Story Maps feature and the HPI Extreme Heat Edition. The incumbent should have project management, data skills, and expertise to assist us in supporting the entire family of HPI products and its ongoing expansion.

This is a remote, regular full-time position.

Full salary range for this position: $77,625 to $112,620 per year. The typical hiring range for this position is from $77,625 (minimum) to $95,123 (midpoint), based on 100% FTE. The starting salary is determined using a variety of factors, such as the candidate’s knowledge, skills, and experience, as well as internal equity consideration and budget availability.

Essential Duties & Responsibilities
  • Oversees the HPI Operations and Analytics Unit (O&A Unit) – managing HPI projects and unit personnel, delegating tasks amongst unit members, and facilitating unit meetings.
  • Supervises the O&A Unit personnel in implementation and maintenance of data infrastructure, including databases, files, and codebases/scripts, for the Healthy Places Index family of products.
  • Manages the operations and development of the Healthy Places Index map platform by scoping areas of development, coordinating with map contractors, tracking deliverables, and providing timely status updates to Director of Data Initiatives and Executive Director.
  • Conducts well-documented research with sound statistical methods to support Alliance initiatives.
  • Collects, cleans, and analyzes national, state, regional, and local data in support of Alliance initiatives, including the development of new indicators for the Healthy Places Index platform.
  • Writes legible, annotated, and reproduceable code for all analyses.
  • Prepares materials such as presentations, journal articles or webinars to disseminate research results and information about the Healthy Places Index and map tool.
  • Prepares and presents detailed technical reports and documentation for internal and external audiences.
  • Represents the Alliance in relevant professional organizations (such as CCLHDME) and identifies opportunities for collaboration, capacity building, and/or resource development.
  • Develops and delivers communications on program activities, including presentations, trainings, webinars, website content, and grant reports.
  • Attends meetings and presentations relevant to the program.
  • Performs other duties as needed in support of the program as assigned by the Director of Data Initiatives or Executive Director.

Minimum Qualifications
  • 5 years’ related experience, including 3 years of experience in the public health field.
  • At least 1 year of supervisory experience.
  • Bachelor’s degree in public health with a focus in biostatistics or epidemiology, or substitute with four additional years of experience in public health and data analysis.
Other Required Qualifications
  • Intermediate or advanced proficiency with R and R Studio, with demonstrated ability to fluently read and write R code for data processing pipelines.
  • A strong, demonstrated understanding of statistical analysis and epidemiological methods.
  • Strong oral and written communication skills with the ability to communicate technical information to a variety of audiences.
  • Strong interpersonal skills, including ability to communicate and establish effective working relationships with all levels within the organizations, and interact effectively with co-workers, customers, and other stakeholders.
  • Ability to make independent decisions following standard policies and procedures and to work independently with limited supervision.
  • Ability to function in a fast-paced environment, make simultaneous progress on multiple tasks, and meet deadlines.
  • Problem-Solving: ability to identify and resolve problems in a timely manner; ability to develop alternative solutions.
Preferred Qualifications
  • Experience with US Census Bureau data, including American Community Survey estimates.
  • Experience with R packages for basic GIS data processing (such as Simple Features), including spatial aggregation, creating buffers, and working with spatial joins.
  • Experience with Git or other version control systems for project collaboration.
  • MPH or MS degree in epidemiology, biostatistics, or equivalent strongly preferred.
