About the Organization

The Community Health Services (CHS) Division of Public Health – Seattle & King County delivers direct care through Public Health Centers and partners with community agencies to provide medical, dental, WIC, family planning, and care coordination services. Its mission is to ensure equitable access to health care, especially for low-income and underserved populations. Within CHS, the Healthcare for the Homeless Network (HCHN) focuses on people experiencing homelessness in King County, offering medical, dental, behavioral health, case management, and a respite program in collaboration with Harborview, which operates the Edward Thomas House. The Street Medicine Program, part of HCHN, provides mobile health care through smaller vans and outreach teams. These teams deliver wound care, chronic disease management, infectious disease testing, and referrals directly at encampments, shelters, and community anchor sites across King County meeting people where they are and removing barriers to care.

Position

Public Health Seattle-King County Health Care for the Homeless (HCHN) Street Medicine Program is seeking an Area Manager (HSA I) to lead the program in collaboration with the Clinical and Operational Supervisory team. This role is responsible for directing daily operations, including supervising and evaluating staffing needs, developing and monitoring the program budget, and establishing, prioritizing, and implementing program goals and objectives while ensuring alignment with compliance guidelines and regulations. The Area Manager will oversee the planning, implementation, and evaluation of Street Medicine operations, including outreach teams, REACH clinical services, and contracted Senior Mobile Medical Services. The role also involves collaborating with staff, colleagues, and the HCHN Regional Health Administrator to develop and implement new initiatives, while ensuring compliance with all policies and procedures. The Street Medicine team includes providers, nurses, outreach workers, behavioral health education specialists, social workers, and administrative support staff. Work Schedule

Work Schedule: This position is Monday-Friday, 8:00am-5:00pm with occasional nights/weekends as needed. This position is FLSA exempt and not eligible for overtime.

Work Location

The Street Medicine team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building - 401 5th Ave. Seattle, WA 98104 and South Park - 7272 W Marginal Wy S, Seattle, WA 98108.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County provides tools and resources to support working remotely. The selected candidate will join a team that is transitioning to a hybrid work environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with internet access to perform work and remain available during scheduled hours.

Responsibilities
  • Staffing & supervision: Evaluate staffing patterns to ensure adequate coverage to meet program and department goals.
  • Supervise and evaluate direct reports, including nursing and operational leadership and other program-level support staff. Hire, train, coach, and evaluate staff as needed.
  • Provide direct supervision of the Senior Mobile Medical Outreach Program Manager.
  • Support staff professional development, promote a trauma-informed work environment, and uphold Racial Equity & Social Justice throughout the team.
  • Budget & fiscal management: Develop, implement, and monitor the annual program budget; participate in budget planning and preparation based on established guidelines.
  • Routinely evaluate expenditures and revenues; justify budget needs; authorize payments and capital expenditures; anticipate future needs and develop resources.
  • Seek new sources of funding to complement existing programs or address identified needs.
  • Identify, develop, and implement financial improvement opportunities and facilitate the generation of financial support for program projects.
  • Work with program and division fiscal/operations staff to ensure financial stability and audit readiness.
  • Operations & program development: Provide leadership to improve operational efficiency and performance; plan for future resource requirements and strengthen the Street Medicine Program through strategic planning and partnerships.
  • Collaborate with HCHN leadership to pursue and respond to grant opportunities; serve as liaison for projects and provide status updates.
  • Ensure programmatic alignment with regulatory and fiscal requirements; reflect federal, state, and program/department requirements and best practices in policies and procedures.
  • Partnerships & stakeholder engagement: Cultivate relationships with internal and external stakeholders, funders, providers, tribal organizations, homeless service providers, and community members.
  • Provide leadership and be a subject matter expert to partners and funders initiating Street Medicine programs in King County and regionally.
  • Incorporate the voice of people with lived experience of homelessness in decision-making; address equity and systems change to reduce policy-driven inequities.
  • Emerging health issues & conflict resolution: Adapt staffing in response to health issues; facilitate and resolve conflicts with staff and partners.
  • Other duties: Manage program initiatives, ensure legal and policy compliance, set objectives and timelines, and report on status and budgets.
Ideal Candidate
  • Three (3) years of demonstrated experience supervising multidisciplinary health care teams.
  • Commitment to racial equity and social justice principles in program planning and evaluation.
  • Experience leading operations of mobile or field-based health programs, or transferable skills.
  • One (1) year of experience overseeing clinical regulatory compliance for health service programs.
  • Experience in partner relations management and capacity building.
  • Experience working in programs serving people experiencing homelessness or other vulnerable populations.
  • Knowledge of trauma-informed, person-centered practices within multidisciplinary teams.
  • Knowledge of health inequities affecting communities of color.
  • Three (3) years of experience in program planning and project management within a health care setting.
  • Experience applying low-barrier harm reduction practices and SUD services.
  • Valid Washington State Driver’s License and ability to travel between program sites in King County.
Desired Candidate
  • Familiarity with homeless services ecosystem in King County, WA.
  • Familiarity with health care provision to people experiencing homelessness or other marginalized populations.
  • Established relationships with local funders.
  • Experience as a clinical provider.
  • Experience building and strengthening interprofessional teams.
