Description

Health & Safety Specialist I

JOB SUMMARY

Actively supports the development, implementation and maintenance of the District’s Health & Safety (H&S) Program to ensure compliance with OSHA/PERRP rules and regulations affecting the District’s facilities, operations and activities and to protect workers from potentially hazardous work environments, methods, processes or materials. Serves as health and safety resource at designated facility. Researches and recommends safe work practices, safety equipment, personal protective equipment and other measures to control, eliminate and prevent occupational illnesses and injuries. Conducts research, performs investigations, provides technical support and monitors compliance of the District’s EH&S Program. Delivers classroom, hands-on and computer-based training on health and safety topics. Performs other duties of a similar nature as assigned.

ESSENTIAL FUNCTIONS

  • Supports the development, implementation and maintenance of health and safety policies and practices at assigned location to ensure compliance with OSHA/PERRP rules and regulations.
  • Provides technical support to management at assigned location in the areas of health and safety, OSHA/PERRP regulations and the District’s H&S policies. Monitors, evaluates, reports and communicates on health and safety compliance with the District’s safety rules, looking for opportunities to improve processes.
  • Inspects and monitors the work environment to identify existing or potential risk exposures that may impact employee health and safety. Generates associated compliance documentation. Makes recommendations for corrective actions.
  • Conducts incident and injury investigations and prepares necessary reports. Makes recommendations for corrective actions and conducts follow-up inspection to ensure corrective actions are implemented.
  • Conducts safety/compliance means, methods and best practice research. Works with Health and Safety Team to determine and provide recommended corrective actions to site management.
  • Supports the development of training content and delivery methodology. Delivers health and safety training to District personnel at assigned location, as well as supports training at other District locations.
  • Communicates and raises the level of hazard awareness, loss control issues and injury and illness information with facility personnel. Participates and provides direction to safety committee(s), acting as an accessible facility level resource and responding to employee health and safety issues and concerns.
  • Serves as site point person for fire detection and suppression system troubleshooting at assigned location, arranging for maintenance and repair services as needed.
  • Generates and maintains H&S recordkeeping for designated facility.
  • Performs other duties of a similar nature as may be required.

Health & Safety Specialist II

JOB SUMMARY

Works proactively to develop, implement and maintain the District’s H&S Program to ensure the District’s compliance with OSHA/PERRP rules and regulations. Reviews, evaluates and analyzes District facilities, operations and activities for compliance with OSHA/PERRP rules and regulations and to protect workers from potentially hazardous work environments, methods, processes or materials. Develops/drafts programs, procedures and policies to facilitate the District’s compliance with OSHA/PERRP. Serves as health and safety subject matter expert at designated facility. Leads the development of safe work practices and procedures to control, eliminate and prevent occupational illnesses and injuries at assigned facility. Develops and delivers classroom, hands-on and computer-based training on occupational health and safety topics. Performs other duties of a similar nature as assigned.

ESSENTIAL FUNCTIONS

  • Provides subject matter expertise and support to management at assigned location in the areas of health and safety, OSHA/PERRP regulations, the District’s Health & Safety policies and best management practices. Monitors, evaluates, reports and communicates on health and safety compliance with the District’s safety rules, looking for opportunities to improve processes.
  • Inspects and monitors the work environment to identify existing or potential risk exposures that may impact employee health and safety. Generates associated compliance documentation. Makes recommendations for corrective actions.
  • Serves in the lead role with the facility incident investigation team during health and safety related near miss, injury or occupational illness investigations. Applies methodologies for analyzing incident data to identify root cause. Prepares and submits written reports, maintains files, including observations, analyses of situations and recommendations for control and correction. Follows-up to ensure that proper development and implementation of corrective actions are completed.
  • Recommends and approves safety/compliance means, methods and best practices in accordance with current occupational safety and health regulations.
  • Develops and delivers health and safety training to District personnel at assigned location, as well as supports training at other District locations.
  • Communicates and raises the level of hazard awareness, loss control issues and injury and illness information with facility personnel. Participates and provides direction to safety committee(s), acting as an accessible facility level resource by taking the lead role on responding to employee health and safety issues and concerns.

MINIMUM JOB REQUIREMENTS

EDUCATION

  • Candidate must possess a bachelor’s degree, preferably in Occupational Safety, Industrial Hygiene, Environmental Health or a closely related field.
  • Equivalent combinations of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

Candidate must possess a minimum three (3) years of experience with occupational safety as a major job responsibility.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

  • Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
  • Candidate’s possession of an Occupational Health and Safety Technician (OHST), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST) and/or other related safety certifications is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

  • Candidate must possess knowledge of Occupational Safety and Health Administration (OSHA) regulations, occupational health and safety standards and best practices and where to attain the necessary information. Knowledge of methods and processes for identification, appraisal and recommendations for hazard control and injury prevention are required. Familiarity with consensus standards organizations such as NFPA, ANSI, NIOSH, ACGIH and industry best practices.
  • Candidate must have the ability to manage multiple projects, multi-task and build and maintain professional relationships. Must be able to conduct research and compile data for analysis and be proficient in Microsoft Office Suite (Word, Excel and PowerPoint).
  • Candidate must possess effective verbal and written communication, presentation and analytical skills. Candidate must possess good active listening, critical thinking and tracking/monitoring skills.
  • Candidate must possess the ability to pay attention to detail, perform work honestly and ethically, be reliable, responsible and dependable, take initiative and work collaboratively with others.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, balancing, handling, climbing, stooping, reaching fingering and talking. Hearing is required for safety reasons. Ability to lift up to 25 lbs. on an occasional basis. Position will require visual demands of near and far acuity, depth perception and accommodation. Exposure to extreme weather, atmospheric conditions, wet and/or humid conditions, extreme cold and heat that is non-weather related, hazards, vibrations and confined/restricted working environments is encountered in this position. Employee must possess the ability to wear required respiratory protection devices in accordance with the District’s policy, including not having facial hair that interferes with the facepiece-to-face seal.

Pay Range: USD, Commensurate with Experience

Health & Safety SpecialistI: $62,540 - $78,175

Health & Safety SpecialistII: $65,482 - $81,854
