You will manage safety staff, partner with regulatory agencies, and drive a strong health & safety culture while supporting emergency plans and risk management across the business unit.

Qualifications

• Bachelor's degree in Safety and Health Science, Occupational Health & Safety, Engineering, Industrial Hygiene, or related discipline.
• 10+ years of surface mine and plant safety experience, including blasting and HAZMAT.
• 2+ years of safety/health supervisory experience.
• Comprehensive knowledge of MSHA/OSHA standards for copper mining, processing, and construction.
• Experience with training, contractor safety management, and HR/safety policies.
• Understanding of safety management systems (e.g., ISO 45001).
• Technical proficiency in occupational health, industrial hygiene, hazard identification, incident investigation, fire prevention, HAZMAT, and surface blasting safety.

Purpose of Role

The Health & Safety Manager is responsible for developing, implementing, managing, and administering all safety and health programs affecting employee and public safety, occupational health, fire protection and prevention, mine safety and health regulatory compliance, safety training, and equipment and property protection across all project phases, construction, mine, processing activities, and office activities for the Cactus Project. This position ensures conformance to company policies, procedures, and related government regulations, reporting to senior project leadership and aligning health and safety strategic planning, philosophy, and standards with Hudbay. This position will help lead the establishment of safe operations for the Hudbay Cactus site. The position will start during project development and provide safety leadership for all project related activities from site development design, construction and operations. Role Accountabilities

• Provide technical direction and advice to senior management and project leadership to ensure health and safety policies and behaviors consistently align with company objectives.
• Track, analyze, and generate reports on safety performance metrics including leading and lagging indicators.
• Serve as a technical resource for construction and operations management in developing and executing proactive health and safety programs that prevent injuries, illnesses, and property damage.
• Provide technical assistance across project, construction, mining, processing, and office operations to ensure full compliance with MSHA, OSHA, Federal, State, and Company regulations.
• Ensure all necessary systems, management frameworks, and protocols are in place to effectively manage health and safety risks.
• Identify opportunities to continuously improve current safety standards, procedures, equipment, and materials.
• Oversee development and delivery of safety training programs on new standards, procedures, and regulatory requirements.
• Lead incident management and investigations; ensure protocols are followed for lost-time accidents, review daily accident/incident logs, and drive corrective action follow-up until resolution.
• Leverage Hudbay health and safety software programs to identify trends and deploy preventative actions.
• Monitor legislation and regulatory changes that may impact site operations and implement necessary adjustments.
• Build positive working relationships with regulatory agencies and government inspectors (MSHA/OSHA).
• Drive communication programs to promote employee awareness and compliance regarding safety, occupational health, accident prevention, and risk management across the business unit.
• Ensure all site departments adhere to safety expectations and initiate immediate corrective actions when necessary.
• Participate in project hazard reviews and advise the team regarding improvement recommendations.
• Lead the site in incident response and support the crisis management team.
• Design, implement, and oversee occupational health monitoring programs.
• Establish and oversee physical security protocols across the site. This includes access control, visitor management, surveillance systems, etc.
• Develop, test, and maintain site crisis management plans to handle threats, security breaches, and emergency evacuations in coordination with local first responders.
• Foster a strong health and safety culture and positive attitude toward corporate safety goals.
• Oversee contractor safety management, pre-qualification, and site compliance.
• Support operational readiness, site risk assessments, and construction safety reviews.
• Assist in developing site Emergency Action Plans and emergency preparedness protocols.
• Direct supervisory responsibility for safety officers, site security personnel, and safety consultants.
• Responsible for employment, performance evaluation, counseling, and professional development of assigned safety staff.
• Responsible for managing the Health & Safety department budget, safety productivity, scheduling, equipment/material procurement, and asset management.

Minimum Qualifications and Education

• Bachelor's degree in Safety and Health Science, Occupational Health & Safety, Engineering, Industrial Hygiene, or a related discipline.
• Minimum of ten (10) years of relevant professional surface mine and plant safety work experience, including exposure to blasting operations and HAZMAT.
• Minimum of two (2) years of safety and health supervisory/management experience.
• Comprehensive knowledge of Federal and State safety and health regulations, specifically MSHA and OSHA standards as applied to copper mining, processing, and construction.
• Applied knowledge of training, supervisory techniques, contractor safety management, and HR/safety policies.
• Understanding of health and safety management systems (e.g., ISO 45001).
• Technical proficiency in occupational health, industrial hygiene, hazard identification, incident investigation, fire prevention, HAZMAT, and surface blasting safety.
• Experience in deploying fatality prevention and proactive safety programs.
• Strong communication, interpersonal, and leadership skills with the ability to work effectively in team and individual settings.
• MSHA Certified Instructor.

Preferred Qualifications

• Safety certifications such as Certified Safety Professional (CSP), Certified Mine Safety Professional (CMSP), or Certified Industrial Hygienist (CIH) preferred.
• Previous industrial construction safety experience preferred.
• Experience overseeing contractor safety pre-qualification, compliance tracking, and clearance workflows utilizing the ISN system to ensure all on-site contractors meet company safety and regulatory standards.
