This posting is for the State of Hawaii, Department of Human Services, Med-QUEST Division, Health Care Outreach Branch.

This position vacancy is located on the island of Kauai.

Salary: Commensurate with education and experience.

The primary purpose of this position is to work with Marketplace Assister organizations and Navigator organizations to ensure that the necessary and required outreach activities are occurring in the community, those difficult-to-reach and vulnerable populations are targeted to ensure the individuals get health insurance coverage. This position assists in training assisters/navigators, problem solve challenges, and escape to the Outreach manager as necessary, and assists with the day to day ACA community outreach and awareness activities.

LEGAL AUTHORIZATION TO WORK REQUIREMENTS: The State of Hawaii requires all persons seeking employment with the government of the State of the State of Hawaii shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

EDUCATION: Bachelor's degree or equivalent community organizing experience.

EXPERIENCE: Two (2) years of experience in working with vulnerable populations in a medical or other setting is preferred. One (1) year navigating web-based portals/databases.

Previous experience with health insurance enrollment and/or brokerage is preferred.

KNOWLEDGE: Knowledge of community organizing techniques and state and federal health care programs, quality improvement methodologies for program design and evaluation; local community assets, capacities, and population demographics; local social agencies and other resources available; applicable federal, state, and county laws, codes, rules, and regulations; organizational policies, procedures, systems, objectives, electronic health records systems and computer systems applications. Knowledge of Medicaid, marketplace insurance, and other public benefits programs is preferred.

SKILLS & ABILITIES: Ability to research, analyze, and apply federal and state regulations and guidance; apply the principles of research, analysis, and problem-solving; plan, organize, and direct projects; interpret rulings and convey intent, rules, and policy to employees and the public; exceptional networking and negotiations skills, strong public speaking/presentation skills, ability to effectively work in a fast-paced, team-oriented environment with little supervision; communicate clearly and logically, both orally and in writing and establish and maintain an effective and cooperative working relationship with DHS staff, contractors, and various stakeholders; proficient in Microsoft Office (Word, Excel, PowerPoint).

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment is considered to be "at will" which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
