Job summary

ICF is seeking a Systems Specialist to serve as a conduit between state, regional, and national systems to enhance coordination and data-driven decision making in birth-to-five early care settings. The role emphasizes collaboration with Head Start partners and education departments, and involves travel across the ACF region and national venues.

The position requires a BA/BS with five years of TA/consultation experience in early childhood systems, plus strong communication and data analysis

Qualifications

• BA/BS required; Master’s preferred; courses or experience if degree older than 10 years.
• Five years in TA/consultation for Head Start or related systems.
• Experience facilitating collaborations in state/federal ECE or human services systems.
• Experience providing TA with management teams and staff.
• Experience analyzing data and guiding data-driven decisions.
• Experience presenting to diverse audiences.

Responsibilities

• Provide subject matter expertise and resources to regional staff to improve coordination across state/federal ECE systems.
• Coordinate with Head Start associations and education departments to improve cross-system collaboration.
• Analyze regional data to identify cross-system coordination issues.
• Participate in regional meetings with HSCO Directors and state administrators.
• Provide direct TA to Head Start/EHS grantees as directed by Regional Office.
• Support emerging OHS initiatives and priorities.
