PURPOSE OF JOB: The Head Start program at Columbus Park serves 34-36 Head Start preschool students and their families. Columbus Park is a stand-alone program located inside The Housing Authority’s property management offices. The role of the Head Start Assistant Site Supervisor is to provide leadership, oversight, and family advocate responsibilities for the program. The Assistant Site Supervisor/Family Advocate ensures that the Head Start Program Performance Standards of excellence are followed and that all safety regulations related to licensing and mandates are in compliance. This position bears the responsibility of supporting enrollment, ensuring that the Head Start program meets funded enrollment and is marketed in our community.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supports enrollment and marketing initiatives to ensure full funded enrollment for the Head Start program, collaborating with ERSEA Coordinator and KCPS leaders.
  • Provides direct supervision of teaching staff, monitoring the quality of instruction preschool students and implementation of job requirements through observation, team meetings, and review of documentation and facilitates a formal evaluation process in accordance with Human Resources policies and procedures.
  • Collaborates with the Head Start Director, Education Manager and Instructional Coach on the hiring and evaluating of teaching staff.
  • Ensures that staff follow all safety guidelines, to include but not limited to, active supervision of children, staff ratio requirements, release of children to authorized adults, classroom environment and cleanliness. Implements systems for reporting and responding to concerns and develops effective systems for the arrival and departure of children and families.
  • Collaborates with property manager around facility management by ensuring that the program meets all safety standards within and around the building. This includes completing monthly safety drills, identify and reporting potential risks, and completing work orders as necessary. Participates in monitoring and auditing visits from quality assurance and regulating entities in the community.
  • Collaborates with the identified vendors that provide nutrition, custodial, and other identified services.
  • Demonstrates effective communication skills, both verbal and written to express vision, ideas, and instruction, clearly to staff, students, parents and community, regardless of ethnic, racial, religious background or socio-economic level.
  • Creates a positive building climate that aligns with the philosophy of Head Start, Trauma Smart and Conscious Discipline. Maintains positive interpersonal relationships with staff, students and families and maintains a visible presence within the program.
  • Facilitates the activities of the Family Advocate, which includes completing Family Needs Assessments and Family Partnership Agreements to develop goals and improve quality of life. Provides crisis support and resources to address barriers to health, education, and shelter.
  • Encourages and supports parent involvement in the classroom and participation in parent training events. Supports the delivery of evidence-based parenting curriculum opportunities.
  • Participates in a variety of meetings, community events, and workshops to become knowledgeable about local resources, advocacy initiatives, and best practices when working with families.
  • Serves on the Head Start Leadership Team to support effective systems, manage risks, and ensure compliance with all regulatory bodies, to include Head Start Program Performance Standards, MARC, Federal Office of Head Start, Kansas City Public Schools, licensing and Health and Human Services. Participates in annual self-assessment review to identify strengths and areas of growth; developing action plans as required. Updates policies, procedures, and handbooks annually.
  • Collaborates and supports initiatives identified by the Head Start Leadership Team as they relate to the content areas of health, education, family services, mental health and disabilities.
  • Participates in required trainings assigned by Head Start and KCPS Human Resources. A minimum of 15 hours is required annually.
  • Follows district guidelines for reporting incidents of suspected abuse, neglect, or contagious disease.
  • Utilizes relevant district and Head Start software (ChildPlus and Infinite Campus) and technology effectively in the performance of duties. Completes paperwork according to assigned timelines and follows code of conduct and confidentiality policies.

    MINIMUM QUALIFICATIONS:

    • Bachelor’s Degree with a minimum of 24 hours of college credit in early childhood education (experience may serve as a substitute for educational requirements).
    • A minimum of 5 years of early childhood education center director experience (experience in early childhood may serve as a substitute for center director experience).
    • Knowledge or familiarity with the Head Start program.
    • Knowledge of State child care licensing standards as well as standards of other regulatory bodies preferred.
    • Effective, supportive supervisory skills, including the ability to assist personnel in developing self-direction.
    • Successful completion of required background checks and submission of an initial physical and TB screening
    • Agreement to participate in the Family Development Credential to meet Family Advocate requirements, if applicable.
