Job summary

Overview

The Head of Technology Governance & Analytics is a senior leadership role within Technology Business Management. The role owns the governance architecture of the Technology division — the decision‑making structures, OKR discipline, and risk interface that allow the division to operate with coherence and accountability. In parallel, it owns the division's data and analytics capability, building the management intelligence that turns operational data into insight. The position leverages both components to drive process improvement and optimization across the division.

Primary Responsibilities
  • Governance Framework Design and evolve the division's full governance architecture, including forums, decision rights, and escalation paths.
  • Ensure governance is proportionate and drives accountability without impeding delivery.
  • Evolve the governance model as the division scales, identifying gaps and redundancies and restructuring as needed.
  • Serve as the primary advisor to the Head of Technology Business Management and senior technology leaders on governance design and decision‑making structure.
OKRs & Performance
  • Run the OKR framework as a governance discipline, including goal setting, mid‑cycle reviews, and end‑of‑cycle accountability.
  • Connect OKR performance to governance forums to ensure strategic commitments are visible at the appropriate leadership level.
  • Identify and elevate systemic signals, including capacity constraints, organizational misalignment, and strategic drift.
Decision Rights & Risk Interface
  • Own and maintain the division's decision rights framework across all leadership areas.
  • Resolve decision‑making ambiguity by establishing structural clarity rather than creating unnecessary escalation paths.
  • Serve as the primary interface to Technology Risk Management, including oversight of data flows, reporting cadences, and control evidence.
  • Maintain a clear, current view of risk and compliance posture for senior leadership.
Data, Insight & Analytics
  • Define the MI (Management Information) strategy for the division.
  • Build and own the divisional analytics platform.
  • Develop and maintain executive scorecards and reporting.
  • Integrate financial, delivery, workforce and risk data into a unified leadership view.
  • Surface patterns, trends, and signals that inform strategic decision‑making rather than simply reporting historical data.
  • Govern data quality and advance the organization toward increased automation and predictive analytics.
Process Improvement & Workflow
  • Identify process‑improvement opportunities by uncovering inefficiencies, redundant controls, and workflow friction.
  • Lead the design and execution of process‑optimization initiatives across leadership areas.
  • Leverage ServiceNow and other automation capabilities to scale and standardize improved processes across teams.
Scope of Responsibilities

Oversees a team where the majority of employees are engineers and/or architect individual contributors, Engineering Team Leads, Product Owners, and Managers. Supervisory/Managerial Responsibilities: ~35 plus contractor resources.

Education and Experience Required
  • A combined minimum of 13 years’ higher education and/or work experience, including a minimum of 4 years’ engineering and/or architecture experience and 9 years' technology management / program leadership experience including people management.
  • Proficiency with pertinent project management, word processing and spreadsheet applications.
  • Capable of working on multiple projects of a complex nature.
  • Complete understanding of the system development life cycle.
  • Excellent problem‑solving skills to assist in issue resolution.
  • Familiar with application development software and hardware platforms.
  • Understanding business(es) supported and its’ terminology.
  • Excellent verbal and written communication skills.
  • Excellent analytical skills.
  • Excellent decision‑making skills.
  • Excellent organizational and time‑management skills.
  • Prior experience encouraging teamwork and serving as role model when leading and directing others.
  • Understanding of technical, business and operational impacts of a project or problem.
  • Confidence in leading multiple teams often in different geographic locations and time zones.
  • Prior experience presenting to senior management.
Compensation

M&T Bank is committed to fair, competitive, and market‑informed pay for our employees. The pay range for this position is $167,600.00 - $279,400.00 Annual (USD). The successful candidate’s particular combination of knowledge, skills, and experience will inform their specific compensation.
