Job Family:Data Science ConsultingTravel Required:Up to 25%Clearance Required:Ability to Obtain Public TrustWhat You Will Do:We are seeking an experienced Data Architect to lead the design, governance, migration, and integration of enterprise Human Capital Management (HCM) data solutions. This role will serve as the technical authority for data architecture across a large-scale HCM transformation, ensuring data integrity, interoperability, governance, and scalability from legacy environments to modern cloud-based platforms. The ideal candidate combines deep expertise in data architecture, migration strategy, integration design, and data governance with the ability to collaborate across business, technical, and executive stakeholders to deliver successful enterprise transformation outcomes.Key ResponsibilitiesData Architecture & StrategyLead the design and evolution of enterprise HCM data architecture, including current, transition, and future-state models.Define data standards, canonical data models, integration patterns, and architecture principles across employee, organizational, workforce, learning, and related HR domains.Translate HR business requirements into scalable data solutions that support reporting, analytics, and operational processes.Create and maintain architecture documentation, data flows, technical standards, and design artifacts.Data Migration & TransformationLead data migration strategy for HCM modernization initiatives, including data discovery, profiling, cleansing, transformation, mapping, validation, and reconciliation.Define migration architectures, conversion rules, cutover strategies, rollback plans, and post-migration support processes.Identify data quality issues, legacy system risks, and remediation approaches to ensure successful transformation and implementation.Data Governance & QualityEstablish data governance frameworks, including ownership, stewardship, metadata management, lineage, security, and quality standards.Develop business glossaries, data dictionaries, governance controls, and data quality monitoring capabilities.Ensure compliance with organizational policies and support long-term sustainment of governance processes.Integration & Technical LeadershipDesign and review integrations between HCM platforms and enterprise systems, including payroll, finance, recruiting, learning, identity management, and reporting solutions.Evaluate integration performance, security, scalability, monitoring, and operational support requirements.Collaborate with enterprise architecture, cybersecurity, cloud, and platform teams to deliver secure and reliable solutions.Leadership & Stakeholder EngagementLead architecture workshops, technical reviews, and cross-functional decision forums.Provide guidance and mentorship to architects, engineers, analysts, and implementation teams.Present technical recommendations to client leadership and support program delivery, business development, recruiting, and thought leadership initiatives.What You Will Need:Must be able to OBTAIN and MAINTAIN a Federal Public Trust security clearance.Bachelor’s degree in Computer Science, Information Systems, Data Architecture, Engineering, Data Management, or a related field.EIGHT (8) or more years of experience in data architecture, data engineering, enterprise integration, data management, or system modernization.Experience designing data architectures for complex enterprise applications, HCM platforms, HRIS solutions, or ERP programs.Demonstrated experience with conceptual, logical, and physical data modeling.Experience with data discovery, profiling, source-to-target mapping, data conversion, ETL, quality controls, reconciliation, and migration validation.Experience designing API, middleware, batch, file-based, and real-time integration patterns.Experience defining metadata, lineage, data ownership, stewardship, access, security, and quality standards.Experience translating business processes, policies, and reporting needs into data models, architecture requirements, and technical designs.Experience reviewing technical designs and providing direction to data engineers, analysts, developers, and integration specialists.Experience supporting federal government clients or complex public-sector organizations.What Would Be Nice To Have:Master’s degree in Computer Science, Data Architecture, Information Systems, Engineering, Data Management, or a related discipline.Strong understanding of relational databases, data warehouses, cloud data platforms, and enterprise-integration concepts.Strong technical writing, facilitation, presentation, consulting, and stakeholder-management skills.Experience supporting federal HCM, HRIT, ERP, shared-services, or enterprise HR modernization programs.Experience supporting federal transportation, infrastructure, logistics, or another complex and distributed operating environment.Experience with Workday, SAP SuccessFactors, Oracle HCM, PeopleSoft, or another enterprise HCM platform.Experience integrating HCM platforms with payroll, finance, identity management, security, learning, benefits, recruiting, timekeeping, or reporting systems.Experience with Databricks, Microsoft Azure, AWS, Snowflake, or comparable cloud and data platforms.Experience with data catalogs, metadata management, lineage, MDM, or DataOps tools.Understanding of federal cybersecurity, privacy, records management, identity management, and data-interoperability requirements.Familiarity with Agile, hybrid, and waterfall implementation approaches.Certified Data Management Professional, TOGAF, cloud architect, data platform, or HCM
