Position Description:

Duties:

  • Demonstrates regular and predictable attendance.
  • Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.
  • Provides technical expertise and resource procurement at hazardous materials incidents.
  • Assists in planning and conducting local Haz-Mat training and exercises.
  • Advises local political subdivisions on Haz-Mat coordination and prepares reports for County LEPC.
  • May act as Public Information Officer for the team and liaises with the media and community.
  • Develops and administers budget for team, including financial reporting and procurement of supplies.
  • Maintains training records, equipment inventory, and ensures proper maintenance of team apparatus.
  • Conducts and documents compliance site visits per SERC requirements.
  • Collaborates with EMA Deputy Director on cost submissions for response operations.
  • Ensures team members meet OSHA, NFPA, and training standards for hazardous material response.
  • Develops and implements short- and long-term strategic plans for enhanced HazMat response.
  • Adheres to safety protocols and participates in professional development and training.
  • Responsible for assisting in the development, administration, and monitoring of budget, including preparation of monthly financial reports and purchase of supplies and equipment;
  • Provides monthly reports to EMA Deputy Director outlining what was accomplished the previous month.
  • Utilize Cameo suite of software (Aloha, Cameo and MARPLOT) to plan for and respond to chemical emergencies and to comply with chemical inventories.
  • Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.
  • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.

Brief Description:

Responsible for overseeing hazardous material response operations, serving as technical advisor, managing team resources, and ensuring compliance with safety and training requirements. This position involves planning and conducting training exercises, maintaining equipment, coordinating with local agencies, and ensuring emergency preparedness. The role requires 24/7 response availability and effective communication with public agencies, the media and emergency responders.

Job Prerequisites:

Minimum Qualifications:

Bachelor’s Degree in a related field from a four-year college or university; and three (3) to five (5) years related experience and/or training; a minimum of five (5) years’ experience in emergency services; or equivalent combination of education and experience.

Additional Qualifications (Agency/Dept. Qualifications):

Strong knowledge of HazMat response procedures, emergency management, and compliance requirements.

Proficiency in Microsoft Office Suite (Word, Excel) and related software.

Effective verbal and written communication skills with strong interpersonal abilities.

Ability to work under pressure, manage multiple tasks, and resolve conflicts effectively.

Fire Officer experience.

Experiencing managing a diverse team of individuals.

CERTIFICATES, LICENSES, REGISTRATIONS

Hazardous Materials/WMD Technician

Ohio Firefighter Level II

NIMS 300 and 400; IS-100, 200, 700, 800

ICS-950 All Hazard Incident Commander (within one year of employment or as available)

Ohio HazMat Officer/HazMat Safety Officer (within one year of employment)

Valid Ohio Driver’s license
