Responsibilities

  • Distribute sterile syringes and safer injection equipment; promote safe disposal.

  • Conduct HIV and HCV testing.
  • Enter data into the CT DPH database and maintain records.
  • Monitor inventory and coordinate reorders with leadership.
  • Assemble and distribute safer use kits; manage vending stock as needed.
  • Refer participants to community supports and collaborate with clinical staff.

DescriptionPOSITION: Harm Reduction Prevention Specialist
PURPOSE:

The Harm Reduction Prevention Specialist works within the Syringe Services Program (SSP) to distribute safer drug use supplies (sterile syringes, works, safer smoking and snorting supplies, and Narcan) and provide harm reduction education (regarding safer use, safer sex, HIV/AIDS, Hepatitis, and overdose prevention and response). The Harm Reduction Prevention Specialist will also conduct HIV and HCV testing at the AFL site and in the community.

CLASSIFICATION:

Non-exempt, at-will position. Full-time, benefits eligible.

POSITION REPORTS TO:

Assistant Director of Harm Reduction

SPECIFIC RESPONSIBILITIES:
  • Distribute sterile syringes and other safer injection equipment and promotes safe collection and disposal of used syringes.
  • Provide education on HIV/AIDS, Hepatitis, and overdose reversal, including distribution of Narcan.
  • Conduct HIV and HCV Testing.
  • Record all appropriate data for the SSP and HIV/HCV testing and enter data in the CT Department of Public Health database.
  • Receive supplies and track inventory. Alert Director of reorder needs in a timely manner.
  • Assemble safer use kits. Distribute kits to participants as well as fill/monitor vending machine stock, as needed.
  • Complete referrals to community supports, as needed.
  • Work in collaboration with clinical staff to ensure access to care and treatment.
  • Attend all mandated internal and Dept. of Public Health trainings.
  • Assist in the Harm Reduction Center, as needed.
  • Other duties as required or requested.
Requirements
MINIMUM QUALIFICATIONS:
  • A strong commitment and passion for people who use drugs, engage in sex work, who are at risk of or are currently unhoused, and people living with HIV/AIDS and/or Hepatitis C (HCV).
  • Extensive knowledge and practice of Harm Reduction and the ability to connect with the people who we serve, including conducting outreach activities.
  • Lived experience with substance use disorder and knowledge of current drug supply preferred.
  • Knowledge of HIV/AIDS including prevention, testing, diagnosis, and treatment.
  • Ability to develop trust, rapport, and respect with participants, project staff, and community partners.
  • Cross-cultural skills and experience with diverse populations.
  • Strong communication and time management skills.
  • Demonstrated skill in active listening and conflict management, including de-escalation.
  • Proven ability to maintain appropriate boundaries.
  • Ability to honor confidentiality requirements during both employment and post-employment periods.
  • Skillful in multi-tasking, working in a high-volume environment, and eager to cross-train for other assignments/programs.
  • Computer proficiency (MS Office) and the efficient use of relevant software programs.
  • Must have reliable transportation, valid driver's license, and auto insurance to provide community outreach in Norwich, Groton, and other surrounding areas.
  • Bi-lingual ability preferred.
Physical Requirements
  • Prolonged periods sitting at a desk and working on a computer and phone.
  • Frequent lifting, carrying, and moving inventory weighing up to 20 pounds between floors.
  • Occasional bending, stooping, kneeling and/or crouching for maintenance of the SSP spaces.
  • Occasional outdoor exposure to conduct outreach and participate in community events.
