Job summary

Fehr & Peers, a transportation planning and engineering firm, seeks an Application Development Manager to lead a three-person team within our IT group. This role blends hands-on coding, mentoring, and building solid development practices across internal applications and data tools.

Hybrid work in Roseville or Sacramento with occasional travel to Walnut Creek, focusing on practical technology guidance, AI-assisted development, and governance to serve planners, engineers, and project teams.

Qualifications

• 5+ years of software development, DevOps, or related field.
• 2+ years in leadership, management, or senior technical mentorship.
• Hands-on development experience including writing code and building applications.
• Strong proficiency in Python and JavaScript/TypeScript.
• Experience with modern development practices and dependency management.
• Familiarity with deployment patterns such as Nginx, Gunicorn.
• Comfort in Linux environments (Ubuntu, systemd).
• Experience with Git-based version control and GitLab governance.
• Experience with relational databases and enterprise apps.
• Practical experience using AI coding assistants in professional workflows.
• Proven mentoring of junior or mid-level developers.
• Strong communication with technical and non-technical colleagues.

Responsibilities

• Lead, mentor, and grow a three-person development team.
• Balance enterprise app support, custom tools, and project needs.
• Coach developers with hands-on guidance and governance.
• Model leadership rooted in fairness and openness.
• Design, develop, and maintain internal apps, tooling, and integrations.
• Support data tools, dashboards, data pipelines, and analysis platforms.
• Maintain and secure database infrastructure; ensure documentation.
• Advise on build/buy decisions and AI-assisted development.
• Explain priorities and decisions in plain language; provide staff training.
• Promote responsible AI-coding practices and tools usage.
• Refine SDLC processes for multiple developers on same codebase.
• Design code review and governance for AI-assisted tools.
• Roll out GitLab governance tiers and secure environments.
• Maintain coding, security, and deployment standards.
