H-1 O Level CMS Maintenance Lead

Full Time Jacksonville, NC, US

Salary Range: $83,000.00 To $85,000.00 Annually

Company Overview:

Adams Communication & Engineering Technology (ACET), Incorporated is a Veteran Owned Small Business (VOSB) system engineering and information technology firm. Incorporated in 1999, we support mission critical Information Technology (IT) business needs for clients within the intelligence community (IC), Department of Defense (DOD), Veteran Administration (VA) and for select commercial clients. ACET, Inc.’s technical, programmatic, and analytical professionals are experts in commercial technology, customized solutions, and proprietary government systems.

The Position:

ACET is seeking a highly experienced Senior Aviation Maintenance Plans & Operations Site Lead to serve as the primary contractor lead across two separate Marine Aircraft Groups (MAGs). This leadership role manages a workforce of approximately 50 personnel, directing mid-to-long term aircraft availability planning, production tracking, and advanced resource management. The Site Lead collaborates daily with squadron Maintenance Material Control Officers (MMCOs) and delivers readiness briefs directly to MAG Aviation Maintenance Officers (AMOs). This position provides administrative and programmatic oversight, working alongside Quality Assurance (QA) for program compliance, without performing hands-on technical maintenance or technical aircraft QA inspections.

The Site Lead executes full operational command of the contract site. This individual oversees planning strategy, asset availability, and workforce utilization to ensure multi-unit combat readiness.

Key Responsibilities:
  • Site Leadership & Workforce Management: Execute full operational command of the contract site, leading a team of roughly 50 personnel/contractors, managing daily logistics, resolving administrative issues, and making executive on-site decisions.
  • Multi-MAG Strategic Planning: Synchronize mid-to-long-range inspection schedules across two distinct MAGs to balance depot-level maintenance and prevent simultaneous fleet down-time.
  • Dual-Squadron MMCO Liaison: Collaborate daily with two squadron MMCOs to forecast heavy maintenance, engine swaps, and high-lead-time parts weeks before aircraft down-time occurs.
  • High-Level Fleet Reporting: Deliver integrated readiness projections, flight-hour tracking data, and maintenance constraint briefs directly to both MAG AMOs.
  • AMSRR Data Analysis: Utilize the Aviation Maintenance Supply Readiness Report (AMSRR) daily to track systemic degraded systems, analyze parts constraints, and align maintenance priorities with supply chain velocity.
  • Cross-Contractor Integration: Direct and collaborate with separate defense contracting companies and sub-contractors on-site to align maintenance workflows, ensure smooth pass-downs, and eliminate friction points.
  • Project Management & Manpower Optimization: Apply structured project management principles to optimize labor utilization across the 50-person team, match qualified technicians to critical-path tasks, and adjust team priorities based on shifting operational demands.
  • QA Programmatic Assistance: Assist the local Quality Assurance department during program audits and command inspections, providing documentation, workflow data, and corrective action plans as needed.
  • GOP & Site Compliance: Enforce and monitor Ground Operational Procedures (GOP), tool control programs, and workplace safety guidelines to maintain flawless site certification.
  • Advanced NAMP Oversight: Audit dual-unit NALCOMIS/OOMA data pipelines to ensure consistent baseline configurations and complete compliance with COMNAVAIRFORINST 4790.2 directives.
Work Environment & Physical Requirements:
  • Office & Flight Line Presence: This position is primarily based in an office setting but requires regular physical presence on the hangar floor and flight line to check on maintenance progress, visually inspect work areas, and engage with the team.
  • Environment: Exposure to typical hangar conditions, including varying temperatures, elevated noise levels from aircraft operations, and active industrial environments.
Qualifications:
  • Minimum of 5 years of direct experience operating within an aviation Maintenance Control environment. Proven background previously serving in the capacity of a Maintenance Control Chief. Must have previously held a Safe for Flight (SFF) certification under the Naval Aviation Maintenance Program (NAMP).
  • Leadership & Program Management: Proven capability to perform as a Site Lead / Manager, with a strong background in managing large teams (up to 50+ personnel), administrative oversight, contract performance tracking, conflict resolution, and program management.
  • Readiness Reporting: Proven proficiency utilizing the AMSRR platform to diagnose supply bottlenecks and report fleet capabilities.
  • Project Management: Strong background in maintenance-related project management, specifically concerning manpower utilization, critical path analysis, and resource prioritization.
  • Interpersonal & Vendor Relations: Demonstrated experience leading operations alongside competing defense contractors and diverse stakeholder organizations.
  • Compliance & Program Familiarity: Deep, practical knowledge of Ground Operational Procedures (GOP), and NAMP programmatic audits.
  • Strategic Systems Mastery: Expert command of OOMA, NALCOMIS, and DECKPLATE, with a focus on asset visibility and data aggregation.
