Job summary

City of Grand Ledge is seeking a capable Public Works staff member who assists in planning and management of the City’s grounds and facilities operations, under the Public Works Superintendent. You will supervise assigned personnel, participate in divisions' activities, and help ensure compliance with applicable statutes and regulations.

Responsibilities include directing grounds and facilities operations, managing budgets, coordinating with other divisions, and providing project oversight.

• Conducts research, compiles information, and prepares reports; represents the Public Services Department at meetings and assists in planning.
• Operates light and heavy equipment and vehicles in support of grounds and facilities projects; performs snow removal as assigned.
• Coordinates work with supervisors and provides project assistance as needed.
• Responds to weather and infrastructure emergencies; provides on-call duty as necessary.
• May be reassigned to other divisions to perform duties using the employee’s skills.
• Performs related duties and special projects as needed.

General Summary:

Under the general direction of the Public Works Superintendent, assists in planning and management of the operations of the City’s grounds and facilities. Supervises and evaluates assigned personnel. Supervises and participates in the activities of the divisions, stays current on pertinent statutes and regulations, and develops recommendations for the efficient and effective operations of all division functions.

• 1. Plans, directs, coordinates, and evaluates all aspects of grounds and facilities operations, including personnel management, budgeting, general administration, and capital needs assessment. Develops, recommends, and implements policies and procedures in accordance with departmental directives, policies, procedures, regulations, and City guidelines.
• 2. Participates in the recruitment and hiring of department personnel, seasonal, and part-time staff. Supervises personnel, evaluates performance, and oversees training. Takes disciplinary action according to established procedures and participates in labor relations activities as directed. Oversees volunteers and community service workers when applicable.
• 3. Assesses department operations, staffing levels, facilities, and equipment. Develops annual budget requests covering operations and monitors budget expenditures. Purchases supplies, equipment, and materials according to established procedures.
• 4. Directs the daily activities of part-time, seasonal staff, or other Public Services personnel by preparing schedules, assigning and supervising work, monitoring performance, and determining priorities under the general direction of the Public Works Superintendent. Oversees the routine maintenance, standard operations, and special projects associated with the City’s grounds and facilities, which may include, but are not limited to, City Hall, cemetery, parks and greenspaces, playgrounds, ballfields, splashpad, docks, boardwalks, paths and trails, public spaces and structures, public restrooms, downtown streetscape and parking lots, public art, various landscapes, airport, industrial park, compost/recycling center, and street rights-of-way.
• 5. Assesses the need for private contracting of special projects and services, participates in the contracting process, and provides project oversight and quality control.
• 6. Conducts research, compiles information, and prepares reports. Represents the Public Services Department at various meetings and makes presentations as requested. Develops and maintains a management control system to track division projects and to use as a planning aid.
• 7. Operates light and heavy equipment, tools, and vehicles in support of various projects associated with City grounds and facilities. Performs snow removal activities as assigned, including emergency snow removal.
• 8. Coordinates work with the Assistant Public Works Superintendent, the Assistant Public Services Superintendent, the Water Plant Supervisor, and the WWTP Supervisor, and provides project assistance as needed.
• 9. Availability to respond to weather and infrastructure emergencies as situations may dictate. Provides on-call duty if necessary.
• 10. May be assigned temporarily to other divisions to perform duties that utilize the individual employee’s skills and abilities. In this situation, the employee may perform duties specified in any Public Services Department job description.
• 11. Performs related duties and special projects as needed.
