Job summary

Insight Consulting Group is seeking an experienced Grants Project Manager in Wilmington, NC to lead local government grant initiatives from concept to closeout. The role focuses on CDBG/HMGP programs, compliance, and strong client relationships in a fast-paced environment.

The position requires coordinating multiple teams, managing budgets, and ensuring regulatory adherence across HUD/FEMA requirements. Proximity to government clients and travel may be required.

Qualifications

  • Proven experience in project management, community development, or grant-funded programs.
  • Strong knowledge of CDBG/HMGP programs, compliance standards, and budget management.
  • Excellent organizational, leadership, and communication skills.
  • Ability to coordinate multiple teams, manage deadlines, and maintain financial integrity.

Responsibilities

  • Serve as the primary point of contact for assigned local government clients.
  • Oversee CDBG and HMGP projects across all phases – from pre-application and final application development to release of funding conditions, implementation, and closeout.
  • Coordinate and attend public hearings or meetings for local governments, as needed.
  • Collaborate with internal teams, funding agencies, beneficiaries, and external stakeholders to ensure successful outcomes and identify future CDBG/HMGP opportunities.
  • Prepare and review project revisions, amendments, budgets, and reimbursement requests.
  • Ensure compliance with HUD, FEMA, state, and federal regulations (including 2 CFR Part 200, relocation/acquisition, and reporting requirements).
  • Oversee and monitor procurement activities, project schedules, construction progress, and budgets.
  • Attend approved program training and technical workshops.

We are seeking an experienced and motivated Grants Project Manager in our Wilmington office location to lead community and economic development initiatives. This role is ideal for someone who thrives on guiding projects from concept to completion while ensuring compliance, efficiency, and strong client relationships.

Physical & Other Requirements:
  • Prolonged periods sitting and computer work.
  • Ability to lift up to 15 pounds.
  • Valid driver’s license required.
  • Some travel may be required to attend meetings, site visits, or public hearings.
