Responsibilities include (but are not limited to):
- Work independently on analytical duties relating to federal grants and interagency agreements, finance, and communications.
- Develop reports, products, and reviews, and critique grants and agreements prepared by technical staff, contractors, consultants, or stakeholders.
- Evaluate program performance and transition activities, quality management processes, and analyze data, systems, information, and processes.
- Communicate and collaborate within team environments, both technical and non-technical.
- Research and incorporate new technologies into workflow.
- Define and implement enterprise solutions for data with management.
- Support and promote best grants management practices and internal controls.
- Serve as an administrative contact to grant applicants, recipients, and NOAA officials for funding announcements and awards.
- Coordinate development of a grants plan and generate status reports on delinquencies.
- Serve as program officer (non-fed) on requests for applications, applications, and awards; coordinate with federal program officer on inherently governmental grant activities.
- Participate, lead, and report on grant-related meetings or briefings.
- Obtain and maintain certification as a program officer.
- Serve as OCM point of contact and office-wide coordinator of the portfolio for current and planned agreements based on congressional legislation and federal policies.
- Develop and maintain an Annual Agreements Plan spreadsheet tracking status of all agreements.
- Provide technical assistance to OCM federal managers and staff in developing various types of funded and unfunded agreements.
- Prepare, submit, and facilitate agreement packages through administrative review, legal clearance, and allotment processes.
- Collect information and data and assist with data call responses.
- Coordinate with Budget Execution personnel on receipt of incoming funds for grants and agreements to ensure proper obligation and expenditure.
Qualifications:
- BA/BS degree and 6+ years of experience in a related business field.
- Background in federal funding assistance, federal grants, and interagency agreements.
- Proficient computer knowledge, emphasis on Microsoft Office and Google Drive.
- Excellent interpersonal, oral and written communication skills.
- Ability to build relationships with federal management, colleagues, and external partners.
- Self‑starter capable of working with minimal supervision.
- Experience supporting high‑level management.
- Ability to keep data confidential and secured.
- Ability to follow and update standard operating procedures.
- Pass a National Agency Check (NACI).
