Job summary

Parkhill is seeking a Grants Administrator to join our Water Resources Team in Oklahoma. The role leads federal, state, and local grant programs from strategy through closeout, ensuring compliance and successful project outcomes.

It blends regulatory interpretation with client leadership and business development to secure and manage public funds. As a full-time, salary-based position, you will collaborate with project teams, manage budgets and reporting, and travel to client and public meetings

Qualifications

  • Bachelor’s degree in a related field and 4+ years grant administration experience.
  • Knowledge of 2 CFR Part 200; experience with CDBG or Davis-Bacon preferred.
  • Ability to manage multiple complex programs and travel to meetings.

Parkhill is on the lookout for a skilled Grants Administrator to join our growing Water Resources Team. The Grant Administrator is a trusted advisor to public-sector clients, leading the strategic administration of federal, state, and local grant-funded programs from funding identification and award through implementation, compliance, reporting, and closeout. The position combines technical expertise, regulatory interpretation, client leadership, and business development to help communities successfully secure and manage public funding while advancing the firm's growth. This is a full-time position, paid bi-weekly on a salary basis.

Responsibilities
  • Leads the administration of federal, state, and local grant programs from funding strategy and award through implementation, compliance, reimbursement, reporting, and closeout
  • Serves as a trusted advisor to clients by interpreting grant regulations, evaluating compliance requirements, identifying risks, and recommending solutions that protect funding eligibility and support successful project outcomes
  • Independently manages assigned grant programs, establishing priorities, coordinating stakeholders, and ensuring projects are delivered in accordance with grant requirements, budgets, and schedules
  • Prepares, reviews, and oversees grant applications, funding requests, reimbursement submissions, financial reports, performance reports, and supporting documentation for accuracy and compliance
  • Monitors grant budgets, expenditures, and financial performance, recommending corrective actions or funding strategies when necessary
  • Interprets and applies federal, state, and local regulations, including procurement requirements, labor standards, and other grant compliance obligations, while serving as the primary resource for clients and project teams
  • Develops and maintains strong relationships with clients, funding agencies, public officials, and community partners through proactive communication and exceptional client service
  • Supports business development by identifying funding opportunities, assisting with proposals and fee development, cultivating client relationships, and positioning the firm for future grant-funded projects
  • Represents the firm at city council meetings, county commission meetings, public hearings, industry conferences, and other public or client-facing events to strengthen relationships and promote the firm's services
  • Collaborates with project managers and technical staff to integrate grant strategy with planning, engineering, and infrastructure projects while providing guidance and mentorship to junior staff as appropriate
  • Maintains current knowledge of grant programs, funding opportunities, and regulatory changes to ensure clients receive informed, strategic guidance
  • Other duties as assigned
Qualifications
  • Bachelor’s degree in public administration, business administration, finance, accounting, planning, community development, political science, or a related field; equivalent relevant experience may be considered
  • At least four years of progressively responsible experience administering federal, state, or local grants, government-funded programs, or comparable public-sector projects
  • Current possession of the professional license or certification required for the position, or the ability to obtain it within one year of employment
  • Demonstrated ability to independently interpret grant requirements and regulations, advise clients, evaluate compliance risks, and determine appropriate courses of action
  • Experience managing grant budgets, reimbursement requests, financial reporting, audits, procurement documentation, and program closeout
  • Working knowledge of applicable grant requirements, including 2 CFR Part 200; experience with CDBG, Davis-Bacon, or comparable federal programs is strongly preferred
  • Demonstrated client-management, business-development, presentation, negotiation, and professional relationship-building skills
  • Strong written and verbal communication skills, including the ability to present effectively before elected officials, governing bodies, agency representatives, clients, and members of the public
  • Ability to independently manage multiple complex programs, exercise sound professional judgment, meet critical deadlines, and travel to client and public meetings, including occasional evening meetings
