The Work Unit

The Prevention Services Division works with partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The division strives to understand the needs of Colorado’s communities and encourages the contributions of stakeholders in identifying and solving public health problems. What You Will Do

Serves as a point of contact and Project Officer for assigned grantees, providing guidance, coordination, and ongoing support to ensure successful implementation of contracted work in accordance with CDPHE fiscal, contracting, and program requirements. Collaborates and communicates with grantees, internal teams, grants management, fiscal staff, and subject matter experts to resolve issues, clarify processes, and facilitate timely completion of deliverables. Reviews and analyzes grantee work plans, establishes and monitors timelines, conducts regular meetings, and tracks contractor participation, performance, deliverables, and progress toward program objectives. Monitors contract performance and coordinates quarterly performance ratings, site visits, progress reports, and required documentation, ensuring records are accurate, complete, current, and maintained in accordance with established processes and the CDPHE Contract Monitoring User Guide. Provides regular reporting on grantee progress and performance to supervisors and technical teams and proactively follows up on time-sensitive requirements and deadlines. Develops and maintains program reference materials, standard operating procedures, and training resources; participates in cross-branch workgroups and committees; and performs data entry, research, and other administrative activities to support special projects, audits, process improvements, and program operations.

Minimum Qualifications

Experience Only

Five (5) years of relevant experience in contract administration, program coordination, grants management, or administrative support within a public sector or non-profit setting, specifically involving compliance monitoring, stakeholder relationship management, and financial or project tracking.

Education And Experience

A combination of related education with a degree in Public Health, Healthcare Administration, Public Administration, Behavioral Health, Health Education, Health Promotion and/or relevant experience in contract administration, program coordination, grants management, or administrative support within a public sector or non-profit setting, specifically involving compliance monitoring, stakeholder relationship management, and financial or project tracking equal to five (5) years.

Preferred Qualifications

• Contract Monitoring Experience: Direct experience interpreting, applying, and enforcing fiscal and contracting compliance standards, preferably within a public sector or public health agency
• Grantee Relationship Management: Demonstrated success in serving as a primary point of contact for external partners, including experience in facilitating meetings, resolving conflicts, and managing complex stakeholder relationships.
• Data Management Proficiency: Intermediate to advanced proficiency in database tools (e.g., Google Sheets, Excel, or internal CRM systems) used for tracking deliverables, participation metrics, and project status.
• Budget & Financial Processing: Proven ability to manage and accurately process financial documents, including invoices, reimbursement requests, and expense reconciliations against contract budgets.
• Customer Service & Stakeholder Support: Proven ability to deliver high-quality, solution-oriented support to internal and external partners. This includes experience proactively anticipating needs for technical assistance, and communicating effectively to minimize operational delays and ensure partner success.
• Process Improvement & Documentation: Demonstrated ability to follow standard operating procedures (SOPs), program templates, and training materials to maintain operational efficiency.
• Effective Communication & Stakeholder Engagement: Demonstrated proficiency in conveying programmatic or fiscal information clearly and professionally to diverse audiences, including internal team members and external grantees. This includes the ability to facilitate productive group meetings, utilize active listening skills to process and capture critical information.
• Time-Sensitive Project Coordination: Proven ability to manage multiple competing priorities and proactively monitor timelines to ensure organizational objectives are met.
