Responsibilities

• Coordinates diverse teams of officials, department heads, staff, citizens, and consultants to obtain grant funding for Bell County.
• Liaisons between Bell County and government agencies for grants development, awarding, and administration.
• Researches, writes, and negotiates a variety of grants for Bell County.
• Locates and evaluates grant opportunities directed by the Commissioners Court.
• Develops program design, staffing patterns, budgets, and timelines for grant implementations.
• Administers grants from award through final closeout.
• Coordinates with County departments to establish service agreements and interlocal agreements.
• Manages grant-related functions in Workday.
• Assists County Judge and County Auditor with fiscal notes and intergovernmental requests.

Duties and Responsibilities

General Description

This position is responsible for orchestrating efforts to identify and obtain supplemental financial resources – beyond local tax dollars – to support the goals and missions of Bell County. This includes, but is not limited to, coordinating with other governmental entities and non‑profits, overseeing consultants who may be contracted to assist with various grant applications, and the research, evaluation, writing, negotiating, awarding, and administration of grants for the County. In addition, this position is responsible for oversight of all grants from submission and tracking through the review and award process and monitoring grants in conjunction with the Auditor’s Office and the requesting County department personnel. This position is expected to help the Commissioners Court identify and prioritize opportunities to leverage, create, match, and expend grant funds in Bell County.

This position works independently, under limited supervision, reporting major activities through periodic meetings.

• Coordinates diverse and various teams of elected officials, department heads, staff, citizens, and consultants in the development and procurement of financial assistance for Bell County and its programs.
• Coordinates activities and acts as liaison between Bell County and other government agencies involved in the development, application, awarding, or administration of grants.
• Researches, secures, writes, and negotiates a variety of grants for Bell County.
• Locates and evaluates grant opportunities for the County as directed by the Commissioners Court.
• Develops program design, staffing patterns, budgets, and timelines for grant implementations.
• Administers grants from award through final closeout.
• Coordinates with the County Department requesting funds regarding all program areas of grants.
• Coordinates with the County Auditor’s Office regarding all financial areas of grants.
• Monitors labor and civil rights standards on all grants.
• Coordinates with Program Grant Manager and County Auditor on procurement procedures for grant-related purchases.
• Ensures compliance with grant program guidelines, the Bell County Grant Management Policy, all applicable state and federal laws, and the Americans with Disabilities Act.
• Ensures the tracking, preparation and filing of all required reports, both financial and program-related, in conjunction with the County Auditor’s Office and the County Department requesting grant funds.
• Manages programs and projects funded by supplemental financial resources, including specialty funds, non-regular allocations, and other federal and state disbursements.
• Serves on grant-related boards and committees.
• Coordinates with County departments to establish service agreements, interlocal cooperative agreements, and memoranda of understanding.
• Manages grant-related functions in Workday.
• Assists County Judge and County Auditor with fiscal notes and intergovernmental requests.
• Performs other related duties as requested.

Minimum Education And Experience Requirements

Requires a bachelor’s degree in accounting, business or public administration, finance, budgeting, communications, or a closely related degree supplemented by three (3) years of experience in grant writing in a variety of types of grant programs, or any equivalent combination of experience and training.

Physical Demands

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications And Licenses

• Must possess and maintain a valid state driver’s license with an acceptable driving history.
• Must speak, read, and write in the English language.
