General Description

The Government Property Analyst supports the administration, accountability, compliance, lifecycle management, and continuous improvement of the Government Property Management System for a NASA contract at Marshall Space Flight Center (MSFC). This position is responsible for maintaining compliance FAR Part 45, applicable contractual requirements, and NASA property requirements, with a strong focus on Property Management System Analysis (PMSA) audit readiness, corrective actions, property accountability and sustainable property management processes. The analyst will serve as a primary resource for government property matters and coordinate with Procurement, Contracts, Program Management, property custodians, NASA personnel, and MSFC Central Receiving as needed to resolve property receipt and accountability issues.

Key Responsibilities

• Administer Government Furnished Property (GFP) and Contractor Acquired Property (CAP) throughout the property life cycle, including receipt, identification, labeling, records, movement, inventory, transfer, and disposition.
• Maintain and reconcile accurate property records, databases, and supporting documentation and ensure property is properly identified, labeled, located, and accountable.
• Utilize government systems and databases to research, track, reconcile, and report property information.
• Support PMSA audits, self-assessments, physical inventories, and other government property reviews.
• Lead the development, redevelopment, and implementation of property management policies, processes, procedures, work instructions, and internal controls based on PMSA findings, corrective actions, and identified process gaps.
• Lead or support corrective actions resulting from PMSA findings, internal reviews, or identified process deficiencies and monitor actions through closure.
• Maintain ongoing audit readiness by periodically reviewing property records, documentation, labeling, transactions, and compliance with established procedures.
• Coordinate with MSFC Central Receiving and other organizations to research and resolve package receipt, delivery, and property accountability issues; travel to MSFC locations as needed.
• Investigate and document lost, damaged, destroyed, or otherwise accounted-for government property.
• Prepare required property reports, spreadsheets, and status updates for government stakeholders and CORs, and support property transfers, disposition, and contract closeout activities.
• Provide guidance and training to employees responsible for government property and promote consistent compliance with established processes.
• Work across Procurement, Contracts, Program Management, and other stakeholders to resolve property-related issues and improve property management practices.
• Perform other duties as required.

Qualifications

• Bachelor's degree in Business, Supply Chain Management, Logistics, or a related field preferred, with five (5) or more years of relevant government property management experience. An equivalent combination of education and significant directly relevant experience may be considered in lieu of a degree.
• Working knowledge of FAR Part 45, FAR 52.245-1, and government property lifecycle requirements.
• Certified Professional Property Specialist (CPPS) or equivalent property management certification is preferred.
• Experience supporting PMSAs, government property audits, inventories, corrective actions, and property management system assessments is expected.
• Government property systems and reporting tools or NASA/MSFC property management experience strongly preferred.
• Strong organizational, analytical, written, and interpersonal skills.
• Ability to independently research property issues, identify process gaps, and drive issues through resolution.
• Proficiency with Microsoft Office, particularly Excel.
• Ability to travel locally to MSFC facilities and other local locations, as required.

Essential Functions

Work Environment

Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (5%). Requires ability to work at a computer for long periods of time (100%).

Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and our facilities (10%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance

Normal workday 7:30-4:30, Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity, and adequate arrangements for delegating duties during absences are required.

Other Essential Functions

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
