Working Title: GOVERNMENT OPERATIONS CONSULTANT II - 64005457
This is a highly responsible professional position located within the Bureau of Preparedness and Response. This position works independently or as a team member to design, implement and monitor selected Logistics Sustainment Program deliverables to include assisting with budgeting, plan development, vehicle and equipment inventory, vehicle and equipment maintenance and other cache sustainment related tasks. This position also serves in an Emergency Support Function 8, Department of Health activation role.
Responsibilities
- Maintains and sustains cache equipment and supply levels to ensure operational readiness of bureau caches, equipment and vehicles/trailers.
- Orchestrates and supports the maintenance and resupply of The State Medical Response System.
- Tracks equipment and maintains a current equipment and supply inventory in the Department’s Inventory Resource Management System and for items equal to or greater than $1,000.00, the state’s Asset Management System.
- Uses state owned or vendor rented vehicle, to deliver supplies and equipment to state warehouses, State Medical Response Teams, County Health Departments and Department of Health partners.
- Participates in staff training and exercises.
- Reports to their assigned workstation within required timeframes to serve in their ESF 8 response role as noted in the State ESF 8 Incident Staffing Plan and Receipt, Stage, Store (RSS) staffing roster.
- Performs other duties as assigned.
This position is not eligible for teleworking at this time.
This position is required to respond to emergencies.
Required Knowledge, Skills, and Abilities
- Knowledge of the methods of data collection and analysis.
- Knowledge of basic management principles and practices.
- Knowledge of the Incident Command System and National Incident Management System.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to conduct fact finding research.
- Ability to utilize problem solving techniques.
- Ability to work independently.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
- Ability to work with heavy equipment including but not limited to, forklifts, pallet jacks, medium duty trucks and trailers.
- Ability to deploy and work in austere conditions during an ESF8 activation.
Qualifications
Minimum
- High School Diploma or GED
- Valid driver's license
- Ability to lift up to 50 pounds unassisted
- Ability to work nights and weekends as required by program needs
- Reliable transportation
Preferred:
- Experience using forklift to handle the movement of freight and equipment
- Experience related to receiving, recording, verification, storage and issuance/delivery of materials, supplies and equipment.
- Experience with systemized inventory processing including tracking, documenting, receiving, and storage of supplies, equipment, and other items.
