Government Compliance Finance Specialist - Contract (Remote with Occasional Travel)

About the Engagement:

Join a high-impact project supporting a major transition from Time-and-Materials (T&M) contracts to cost-reimbursable agreements (Modified or Full CAS coverage). You'll play a vital role in ensuring full compliance with federal government requirements-including DCAA, DOE, DEAR, CAS, FAR, and CASB Disclosure mandates-by identifying and closing finance and accounting gaps flagged by external advisors.

This is a contract-based, remote role with periodic travel to the client's operational site.

Key Responsibilities:

Timekeeping & T&E Compliance (FAR 52.232-7):

Identify and remediate gaps in the current Basic Online timekeeping system, covering daily entries, project coding, timesheet amendments and unpaid overtime.
Evaluate affiliate and subcontractor (LCAT-aligned) timekeeping and billing practices; implement corrective actions.
Resolve time-entry and billing deficiencies for Contracting Officer (CO) and VIPER submissions.

Cost Modeling & Government Documentation:

Build a transparent G&A allowable-indirect wrap-rate model for UUSA, handing off the finalized model to UUSA Finance.
Develop direct- versus indirect-cost segregation and supporting accounting policy (CAS 418 / FAR 52).
Establish procedures (FAR Part 31) to exclude unallowable costs from government billings.

CASB Disclosure Compliance:

Prepare a revised three-part CASB Disclosure Statement, updating cost methodology and process documentation.

Compliance Focus Areas:

Cost Segregation: Ensure clear and compliant classification of direct and indirect costs.
Indirect Cost Allocation: Apply consistent allocation methods to all cost objectives.
GL Control & Reconciliation: Confirm general ledger integration and regular reconciliations.
Adjustments & Approvals: Ensure adjusting entries are fully approved and documented.
Internal Audits: Support audit readiness with a focus on US GAAP and federal compliance.
Labor & Timekeeping: Align labor charges with accurate cost objectives and support system transitions from Basic Online to ADP.
Monthly Cost Determination: Formalize contract-cost reporting with project-level reclassifications.

Qualifications:

7-10 years of experience in cost accounting, financial compliance, or government audit support.
Demonstrated expertise in federal contracting-experience with enriched uranium or energy-sector contracts is a strong plus.
In-depth knowledge of DCAA, CAS, FAR, DOE, DEAR, and unallowable cost protocols.
Hands-on experience with timekeeping platforms (Basic Online and ADP) and SAP ERP systems.
Familiarity with VIPER government submission processes and task order compliance.
