Job Title: Government Contract Specialist

Location: Palm Bay, FL

Reports To: Vice President of Operations

Company Overview: Established in 1973, Dynatech International is a Commercial and Defense supply chain company providing long term, complex procurement, engine overhaul, rotable and repair management services, manufacturing, and kitting solutions across land, air, sea, and space programs. Dynatech's proprietary database, the Defense Logistics Management System (DLMS®), empowers us to mitigate supply chain risk, and provide quality supply chain solutions in a cost-effective manner that enhances operational readiness for over 2,000 weapons systems and platforms.

Position Overview:

As a Government Contract Specialist, you will play a critical role in supporting our aerospace and defense distribution business by managing and administering U.S. Government contracts throughout their full lifecycle. This includes interpreting solicitations, ensuring regulatory compliance, supporting proposals, negotiating terms, and maintaining detailed contract records. As Dynatech expands its direct government business, this role will also support identification, evaluation, bidding, award administration, and performance of opportunities through the DLA Internet Bid Board System (DIBBS), including Small Business Set-Aside solicitations and contracts. You will collaborate closely with internal teams such as sales, sourcing, finance, quality, logistics, and compliance, as well as with government customers and prime contractors. This position demands a strong understanding of federal procurement regulations (FAR/DFARS), exceptional attention to detail, and the ability to thrive in a fast-paced, highly regulated supply chain environment.

Key Responsibilities:
Contract Review & Compliance
  • Assist in the review, interpretation, and administration of government contracts, subcontracts, and contract modifications.
  • Ensure compliance with FAR, DFARS, ITAR, and other applicable statutes and regulations.
  • Identify and communicate contract risks, recommending mitigation strategies.
  • Support internal and external audits, including DCMA and DCAA inquiries.
Proposal & Bid Support
  • Support the preparation and submission of proposals, quotes, and contract deliverables in compliance with customer and regulatory requirements.
  • Collaborate with sales, sourcing, and finance teams to prepare compliant, competitive proposals.
  • Review and validate pricing, terms, certifications, and delivery commitments.
DIBBs and Small Business Set-Aside Support
  • Monitor and evaluate solicitations and other DLA procurement opportunities aligned with Dynatech capabilities, inventory, sourcing channels, and growth objectives.
  • Support the complete DIBBs bid process, including solicitation review, bid/no-bid coordination, quote preparation, electronic bid submission, amendments, awards, and post-award requirements.
  • Identify and support Small Business Set-Aside opportunities, ensuring applicable eligibility, representations, certifications, clauses, and solicitation requirements are understood and satisfied before submission.
  • Review DLA solicitations for technical requirements, item descriptions, approved sources, packaging, inspection, delivery, quality, traceability, and other contractual requirements that may impact sourcing or performance.
  • Coordinate with Sourcing, Contracts, Quality, Export Compliance, Logistics, and Finance to validate supplier support, pricing, lead times, compliance requirements, delivery commitments, and overall bid visibility.
  • Track submitted bids, awards, modifications, delivery requirements, and contract performance to support timely execution and identify opportunities for continued government business growth.
  • Develop working knowledge of DLA procurement systems, DIBBs functionality, and evolving federal small business contracting requirements, and help establish scalable internal processes as Dynatech expands its direct government contracting efforts.
Contract Administration
  • Draft, review, and negotiate terms and conditions with government customers and OEMs/primes.
  • Draft contract correspondence, including modifications, notices, and subcontractor agreements.
  • Maintain accurate and up-to-date contract files, tracking tools, and document repositories in accordance with CPSR standards.
  • Monitor contract performance to ensure contractual and regulatory compliance with FAR, DFARS, ITAR, and other relevant statutes.
  • Track performance metrics, delivery milestones, and compliance checkpoints.
  • Collaborate with internal departments to ensure contractual obligations are understood and met.
  • Assist in responding to customer inquiries, audits, and requests for data or clarification.
Process Improvement
  • Participate in internal process improvement efforts and support training initiatives related to contracts compliance.
Required Qualifications:
  • Bachelor's degree in Business Administration, Government Affairs, Supply Chain, or related field.
  • 3-5 years of experience in a contracts role supporting U.S. Government contracting (preferably in aerospace or defense distribution).
  • Strong knowledge of FAR/DFARS, U.S. export control laws (ITAR/EAR), and public procurement policies.
  • Proficiency in contract negotiation and administration.
  • Strong analytical and written communication skills.
  • Highly organized and detail-oriented, with ability to manage multiple priorities.
  • Proficiency with Microsoft Office Suite.
Preferred Qualifications:
  • NCMA certification (CFCM, CPCM, or equivalent) a strong plus.
  • Experience with DPAS-rated orders, GSA schedules, and SAM.gov registrations.
  • Familiarity with aerospace OEMs and DLA procurement systems
  • Hands-on experience with DIBBs, DLA solicitations, or other federal electronic procurement platforms preferred.
