Job Summary

The Government Affairs Planning Analyst will serve as the federal issues and data analysis lead for the Government Affairs team ensuring the agency remains current on developments while other team members focus on state level activities of the Minnesota Congressional Delegation. The position supports the Chief Administrative Officer in tactical and strategic planning for agency strategic initiatives and special projects and supports the work of the Central Office. The position will contribute to the overall development and implementation of agency policy.

This position is telework-eligible. Please note the telework policy could change in the future with notice.

Responsibilities include:

  • Serve as the Federal Issues lead for the Government Affairs Team.
  • Support the work of the Government Affairs Team through data analysis, research and the creation of presentations and other documents.
  • Serves as the Agency Data Manager supporting MDVA Central Office, Healthcare and Programs and Services Division Leaders and Commissioner.
  • Serves as Project Coordinator for Agency defined special events and celebrations as well as agency level participation events.
  • Works with the Chief Administrative Officer regarding any updates to agency strategic plan or One Minnesota Goals.
Qualifications
Minimum Qualifications
  • Three (3) years of experience in policy analysis sufficient to review legislation, evaluate impact of the text, and make recommendations about if policies would have positive or negative impact a group of people (i.e. Minnesota Veterans)
  • Experience in congressional office, federal agency intergovernmental affairs office, or a State Agency Federal Affairs role
  • Experience with data collection, analysis, and/or reporting
  • Experience using a variety of technology software and platforms (examples may include Microsoft Office programs)
  • Ability to understand and navigate legislative processes and Code of Federal Regulations (CFR) process
  • Ability to comprehend, organize, and communicate data and/or related information to a wide range of audiences
Preferred Qualifications
  • Experience with policy management and/or project management
  • Bachelor's and/or Master’s degree in political science, public policy, public administration, or a related field.
  • Knowledge of State and Federal legislative processes.
  • Experience with implementing, developing, and working with leaders around organizational strategic goals
  • Demonstrated event planning skills sufficient to identify, develop and coordinate events.
