Government Affairs Manager
Collaborate with Innovative 3Mers Around the World

The role is responsible for representing 3M in Mexico before Federal, State, and Municipal government bodies and policymakers to advance 3M's goals by advocating for policies and fostering political relationships that enable business success.

The position also involves collaborating with the company’s regulatory, legal, compliance teams, and business and operations executives to develop and advocate for the company’s positions on public policy issues, as well as monitoring and reporting on governmental issues impacting the company.

Additionally, the role requires close, cross-functional work with 3M’s government affairs team, including the 3M Government Affairs Director of Mexico and LatAm, Plant Managers in Mexico, EHS in Plants, BG and division leaders, to promote 3M’s Public and Government Affairs initiatives within a business-led growth model. Collaboration with 3M Public Affairs is also essential.

The Impact You’ll Make in this Role
  • Supporting the Gov Affairs Director and representing the company before and interacting with all levels of government in Mexico City and specifically in the four locations of our 3M plants, focusing on State Government Affairs.
  • Cultivating and maintaining relationships with key government officials and stakeholders relevant to 3M’s business goals.
  • Developing and supporting advocacy strategies to achieve concrete policy and regulatory results.
  • Engaging proactively with authorities to educate them about the business and its policy goals, and the potential impact of proposed policies, legislation, and regulations. Facilitating opportunities for company executives and experts to provide thought leadership through meetings, dialogues, and public speaking events. Preparing representatives for such engagements.
  • Drafting comments, white papers, and research submissions on policy matters important to the business.
  • Monitoring, analyzing, and reporting on key policy, regulatory, and legislative developments that could impact 3M and its partners. Attending and assisting in coordinating meetings with trade associations, coalitions, and advocacy organizations, and keeping internal teams informed of trends and risks, advising on strategic responses.
  • Supporting the company in obtaining and renewing operational permits in compliance with government regulations.
  • Assisting in the development and execution of market launch strategies from a government affairs perspective.
Your Skills and Expertise

To succeed in this role, candidates should have:

  • Bachelor’s degree or higher in economics, political science, public administration, business, communication, or similar from an accredited institution.
  • At least 10 years (preferably 15) of experience in government relations, regulatory affairs, or public affairs, preferably with a multinational or industry trade association, or as a government official.
  • Deep knowledge of Mexico’s government institutions, networks, policy-making procedures, standards, intellectual property, market access, and technology regulation.
  • Strong communication and presentation skills.
  • Fluency in Spanish and English, with cultural awareness.

Additional qualifications that are advantageous include:

  • Master’s degree or MBA.
  • Familiarity with Mexico’s public policy and political landscape.
  • Ability to quickly understand and address regulatory issues affecting Mexico and its industries.
  • Proven ability to build and maintain strong government relationships.
  • Global perspective on policy implications.
  • Leadership, initiative, creativity, collaboration, and sound judgment.
  • Successful experience in navigating government relationships and implementing government relations strategies on complex issues.
  • Effective advocacy, persuasive communication, political acumen, and cross-cultural collaboration skills.
Travel

Approximately 20% domestic travel to 3M plant locations and international travel as required for headquarters events.
